<br /> <br /> <br />The Community Preservation Committee recommends approval of Article 2 by a vote of 8-0. <br /> <br />The Select Board recommends approval of Article 2 by a vote of 4-0 <br />The Finance Committee recommends approval of Article 2 by a vote of 5-0 <br /> <br />Substitute Motion made by Select Board Member Wyman-Colombo <br /> <br />Motion: I move that the Town vote to appropriate and transfer from the Community Preservation <br />Fund Undesignated Fund Balance, in accordance with the provisions of M.G.L. Chapter 44B, §5, the <br />sum of $2,800,000 (Two million eight hundred thousand dollars) for the purpose of acquiring the <br />parcel of land located at 475 Nathan Ellis Highway, which parcel is identified by the Assessors as <br />Parcel 71-55-0, contains 7.10 acres, more or less, and is described in a deed recorded in the Barnstable <br />County Registry of Deeds in Book 32990, Page 158, and all incidental or related costs and expenses, <br />and, further, to authorize the Select Board to acquire said parcel by purchase, gift, and/or eminent <br />domain for open space and recreation purposes on such terms and conditions as the Select Board <br />deems to be in the best interests of the Town, which parcel shall be under the care, custody and control <br />of the Select Board acting as Parks Commissioners, and to authorize the Select Board to grant a <br />permanent conservation restriction on said parcel, as required by the Community Preservation Act; <br />and, further, to authorize the Select Board and/or Community Preservation Committee or their <br />designees to enter into all agreements and execute any and all instruments on behalf of the Town as <br />may be necessary or appropriate to effectuate said acquisition, as recommended by the Community <br />Preservation Committee. <br /> <br />Motion made by Corrine Costanzo to indefinitely postpone Article 2 failed 35-122 at 7:31PM <br /> <br />Motion to approve Article 2 as amended passed 120-32 at 7:35PM <br /> <br /> <br />Article 3 <br /> <br />To see if the Town will vote to transfer a sum of money, not to exceed $80,000, from funding approved <br />under Article 19 at the FY 2022 May Special Town Meeting for a groundwater recharge evaluation in the <br />Waquoit Bay watershed, for the purposes of a study to identify a future location to safely and responsibly <br />discharge highly treated wastewater collected in this watershed, including the hiring of appropriate <br />consultants and any other incidental and related costs and expenses, or take any other action relating thereto. <br /> <br /> Submitted by the Sewer Commission <br /> <br />Explanation: Article 19 at the FY 2022 May Special Town Meeting was focused on groundwater recharge <br />for highly treated wastewater collected in the Phase I sewer area in Popponesset Bay. This work is now <br />underway as part of the Phase 2 design and repurposing the funds will allow for a better use of the funds <br />in the Waquoit Bay watershed. <br /> <br />The Select Board recommends approval of Article 3 by a vote of 5-0 <br />The Finance Committee recommends approval of Article 3 by a vote of 5-0 <br /> <br />Motion made by Select Board Member Cotton <br />3 <br /> <br /> <br />
