He points out the plan depicts the areas where dredging is being proposed. Mr. Mancuso details
the three locations for the proposed project along Great River. The largest section is where the
rivers meet which is around 5,570 cubic yards of sediment. Second, is approximately 880 cubic
yards of sediment which is located is at the town landing boat ramp; and the third roughly 3,189
cubic yards of sediment, was not explicitly defined during the hearing. Little River's dredging,
approximately 351 cubic yards, focuses on a section near Hamblin Pond. Mr. Mancuso explains
the process and components for the dredging system and the beneficial impact. There were
concerns at the previous meeting about an invasive sponge species which resulted in a meeting
between Mr. Matt Creighton, the Shellfish Constable and Woods Hole Oceanographic
Institution, who are conducting ongoing research on the sponges. Mr. Mancuso forwarded the
Commission a list of recommended conditions from the Shellfish Constable which are to prevent
a spread of the population in the event of their presence at the time of the dredging. In addition, a
consultation with the Mashpee Shellfish Constable at least six months prior to scheduling the
dredging, determining if there is an existing population. Should there be a presence the Shellfish
Constable will determine the best time and what the next appropriate steps will follow.
COMMISSIONERS COMMENTS
Mr. Colombo, what is the anticipated duration for dewatering? Mr. Mancuso is
uncertain of the precise timeframe but believes the process is generally quicker than using the
dewatering basin. Regarding the timetable for the dewatering and drying the sediment,
insufficient research has been conducted into the timeframe. However, a similar project in the
town of Bourne was estimated to take approximately one month.
Mr. Colombo inquires about potential restrictions on the ramp's availability during
construction. Mr. Mancuso assures him that the work will likely occur during the offseason to
minimize disruption to public access to the boat ramp.
PUBLIC COMMENTS
Mr. Maguire, a resident of Monomoscoy Road, seeks clarification regarding the specific
location of the dredging, particularly inquiring whether it pertains to the entrance of Hamblin
Pond. Mr. Mancuso refers to the provided plan, highlighting the section to reference.
Subsequently, Mr. Maguire queries the commissioners about the authority for
establishing conditions and requirements for the Shellfish Constable, and whether the
Conservation Committee is involved in the decision-making process. Mr. McManus explains
that according to the wetland bylaws, under the section titled Shellfish, the Shellfish Constable is
empowered to establish conditions and recommendations.
AGENT COMMENTS
Mr. McManus and Mr. Mancuso discuss additional components to the hydraulic
dredging system, its process and the reuse of spoils.
Additionally, Mr. McManus updates the commissioners on additional comments
provided by the Shellfish Constable. These include recommendations for using siltation curtains
3
