• Schedule Executive Session: regarding 425 Monomoscoy Road, appeal of Ch. 172
Bylaw decision
o Executive Session to be held on September 121h 2024.
• Vote: Endorsement of Conservation Commission Member at Large—Rich Sahl
Mr. Sahl addressed the commission, expressing eagerness to continue working
with them. He appreciated the learning opportunity over four to five meetings and
looked forward to contributing more. The commission acknowledged his
contributions and praised his participation and questions during meetings.
Conflict of Interest Concerns: There was a discussion on potential conflicts of
interest concerning Mr. Sahl's role as a waterfront resident and his involvement in
the electrical business. He assured the commission he would step away from any
discussions or votes where conflicts might arise, explaining that his work
typically does not interfere with conservation permit processes.
Procedural Matters: A query was raised about new members completing annual
conflict of interest training, mandated to maintain ethical standards. It was
confirmed that training is provided by HR each year, generally around February,
but members can also take the training independently and submit certificates to
HR.
Climate Change Beliefs: Mr. Sahl confirmed his belief in climate change, noting
changes in tide levels during his time as a waterfront resident as one reason for his
involvement.
Action Items:
HR Coordination: Ensure all members, particularly new ones, complete the
conflict of interest training and submit their certificates to the town clerk or
provide documentation if taken independently.
Providing Resources: The commission or HR should provide necessary links or
resources for members to complete the conflict of interest training online.
Training Compliance: Ensure Mr. Sahl and Ms. Thornbrugh complete the
required course.
Motion made by Mr. Cook to move Mr. Sahl to member at large. Motion seconded by Ms.
Thornbrugh. No further discussion.
o ROLL CALL: Ms. Zollo (Yes), Mr. Cook(Yes), Ms. Clapprood (Yes), Ms.
Thornbrugh (Yes), Mr. Colombo (Yes).
The motion passes unanimously
3
