Motion seconded by
Ms. Zollo.No further discussion.
o ROLL CALL: Ms. Zollo (Yes), Ms. Clapprood(Yes), Mr. Colombo (Yes).
The motion passes unanimously.
DISCUSSION
• Review Permit Documents:
o PermitEyes (a cloud-based permitting and licensing program) notifies every
department of cross-jurisdictional projects for building permits, ensuring effective
communication and progress tracking. It stores project conditions to ensure
compliance before permit sign-off. Designed templates reference affected
resource areas, and all permits are issued under the State Wetlands Protection Act,
with the possibility of additional conditions. The process includes a site walk by
agents within 21 days of project approval and a certificate of compliance filing
upon completion. This makes the order of conditions legally binding. A pamphlet
will be created to help homeowners understand this process.
• No discussion.
• Bylaw Review Subcommittee
o Additional feedback is needed and will be discussed during the August 22nd,
2024 meeting. The Select Board has left it to the Commission to have a workshop
with the Popponesset Bay Association, though no additional workshops are
planned. The process to change bylaws involves town meeting articles, resident
votes, state approval, and public meetings. Regulations discussed at the Select
Board meeting include Regulation 12 (Mitigation), Regulation 27 (Docks, piers,
and floats), Regulation 30 (Prevention of Pollution), and Regulation 25 (Land
Subject to Coastal Storm Flow). When proposed changes go to legal counsel, any
objections lead to revisions by the subcommittee. Additional time is requested to
review and compare the model bylaw and regulations to the current draft.
4
