DRAFT CHARTER REVIEW COMMITTEE MINUTES Monday, May 13, 2024 <br /> 2 <br /> Charter Survey Comments <br /> Comments from the Charter survey were transferred on to a spreadsheet and distributed to the <br /> Committee for further review. There was discussion regarding how to consolidate the <br /> comments for easier reference and possible consideration during the Charter review process. <br /> New Business <br /> Meeting Schedule after June <br /> Chair Miller listed proposed the following future meeting dates for the Committee; July 15t, July <br /> 8tn, July 22�d, August St" and September 16th. He further referred to the date for execution of <br /> the town meeting warrant being September 9t" and that the Select Board can add articles after <br /> the submission deadline up until that date. However after further deliberation the consensus <br /> was that the Committee shouldn't consider 2024 October Town Meeting as a viable deadline to <br /> submit proposed changes to the charter. <br /> Furthermore the Committee will begin identifying the significant changes and separate them <br /> from the "housekeeping items, for example changing Selectmen to Select Board throughout the <br /> Charter. There was also a suggestion to place the proposed changes as questions on <br /> November's election ballot. <br /> Charter Changes Review: Article Seven <br /> Section 7-5 Rules and Regulations <br /> There was discussion regarding the time of effect and filing of any rules and regulations adopted <br /> by a town agency. <br /> Motion made by Rodney Collins to keep section 7-5 in its current form, motion seconded. <br /> Roll call: <br /> Miller, yes Weeden, yes Collins, abstain Furbush,yes <br /> McKelvey, yes Myers, yes Sherman, yes Waygan, yes <br /> Vote: 8—yes <br /> Section 7-6 Certificate of Election or Appointment <br /> Suggest adding "Every person who is appointed to an office of the town shall receive a certificate <br /> of such appointment from the Town Clerk, or appointing authority or their designee, and such <br /> person shall file such certificate within three business days with the Town Clerk's office. <br /> Section 7-6 will be redrafted to include the additional language. <br />
