DRAFT CHARTER REVIEW COMMITTEE MINUTES Monday,June 10, 2024 <br /> 2 <br /> of support for the Town's Charter preamble. There was further discussion with the Tribal Chair <br /> and the Committee regarding the topic of reserving a seat for tribal members on Town boards. <br /> Chair Weeden referred to some of the more important boards that should have some form of <br /> tribal representation for example the Historical Commission as opposed to all boards and the <br /> capacity that tribal member has as a spokesperson for the tribe. <br /> Other issues were raised regarding the process of appointment of tribal members to town <br /> boards/committees regardless of individual interest or recommendation by tribal council. <br /> Confirm Meeting Schedule <br /> Chair John Miller distributed the proposed meeting schedule for the Committee June. The dates <br /> were as follows: <br /> June 101n, June 17tn, July 22nd , August 5t", August 19tn, September 16tn, September 30tn, and <br /> October 28tn <br /> It was discussed that there was a possibility of a special Select Board meeting taking place on June <br /> 17tn and that at least three committee members would be absent. <br /> Motion made by Rodney Collins to cancel the June 17t" meeting the was no second. <br /> Roll call: <br /> Miller, yes Weeden, yes Collins, yes Furbush,yes Lewis,yes <br /> McKelvey, yes Myers, yes Sherman, yes Waygan, yes <br /> Vote: 9 -yes <br /> Revised Draft Sections 6-3, 6-4 <br /> Red line versions of Sections 6-3 and 6-4 of the Charter drafted by Mary Waygan were reviewed <br /> by the Committee. <br /> Changes to 6-3 include: <br /> On a date fixed by by-law at least sixty (60) days before the annual town meeting is scheduled to <br /> begin, the Town Manager shall. <br /> submit to the Finance Committee a proposed operating budget for the ensuing fiscal year <br /> with an accompanying budget message, budget summary and supporting documents, <br /> place complete copies of the proposed operating budget, budget message, and budget <br /> summary at the Mashpee Public Library and at Town Hall for public display and <br /> examination, post the proposed operating budget, budget message, and budget <br /> summary on the Town's official website for public access, and publish in a local <br /> newspaper and on the Town's official website a Notice of the Availability of the <br /> proposed operating budget, budget message, and budget summary. The Notice of <br /> Availability shall indicate the places and website address where the budget documents <br /> can be accessed and examined by the public. <br />
