DRAFT CHARTER REVIEW COMMITTEE MINUTES Monday,June 10, 2024 2 of support for the Town's Charter preamble. There was further discussion with the Tribal Chair and the Committee regarding the topic of reserving a seat for tribal members on Town boards. Chair Weeden referred to some of the more important boards that should have some form of tribal representation for example the Historical Commission as opposed to all boards and the capacity that tribal member has as a spokesperson for the tribe. Other issues were raised regarding the process of appointment of tribal members to town boards/committees regardless of individual interest or recommendation by tribal council. Confirm Meeting Schedule Chair John Miller distributed the proposed meeting schedule for the Committee June. The dates were as follows: June 101n, June 17tn, July 22nd , August 5t", August 19tn, September 16tn, September 30tn, and October 28tn It was discussed that there was a possibility of a special Select Board meeting taking place on June 17tn and that at least three committee members would be absent. Motion made by Rodney Collins to cancel the June 17t" meeting the was no second. Roll call: Miller, yes Weeden, yes Collins, yes Furbush,yes Lewis,yes McKelvey, yes Myers, yes Sherman, yes Waygan, yes Vote: 9 -yes Revised Draft Sections 6-3, 6-4 Red line versions of Sections 6-3 and 6-4 of the Charter drafted by Mary Waygan were reviewed by the Committee. Changes to 6-3 include: On a date fixed by by-law at least sixty (60) days before the annual town meeting is scheduled to begin, the Town Manager shall. submit to the Finance Committee a proposed operating budget for the ensuing fiscal year with an accompanying budget message, budget summary and supporting documents, place complete copies of the proposed operating budget, budget message, and budget summary at the Mashpee Public Library and at Town Hall for public display and examination, post the proposed operating budget, budget message, and budget summary on the Town's official website for public access, and publish in a local newspaper and on the Town's official website a Notice of the Availability of the proposed operating budget, budget message, and budget summary. The Notice of Availability shall indicate the places and website address where the budget documents can be accessed and examined by the public.
