DRAFT CHARTER REVIEW COMMITTEE MINUTES Monday,June 10, 2024 <br /> 3 <br /> The budget message shall specifically indicate any major variations from the current <br /> operating budget and the reason for such changes, and include supporting <br /> documentation including a budget explanation, narrative, and analysis as appropriate <br /> and available. <br /> The last sentence of 6-3 was also deleted. <br /> The Committee discussed the redline draft of section 6-3 and 6-4. <br /> Changes to 6-4 include: <br /> • The budget message shall explain the proposed budget both in fiscal terms and in terms <br /> priorities. <br /> The budget summary shall be a concise overview and indicate the sources of <br /> appropriations and revenues along with corresponding fund balances where appropriate. <br /> The budget message and summary shall be updated and available to the public at the <br /> Mashpee Public Library, Town Hall and on the Town-s website once the Town Meeting <br /> warrant is executed by the Select Board. <br /> Motion made by Rodney Collins to approve the redline draft as written, motion seconded by <br /> Darlene Furbush <br /> Roll call: <br /> Miller, yes Weeden,yes Collins, yes Furbush,yes Lewis,yes <br /> McKelvey, yes Myers, yes Sherman, yes Waygan, yes <br /> Vote: 8—yes, 1—no <br /> Categorized Survey Comments <br /> The Committee was given copies of the Charter Survey comments. The comments were <br /> categorized by the questions they corresponded with and which section of the charter the <br /> comments may refer to. <br /> Further discussion was had regarding survey answers that may be duplicates and if the data can <br /> be narrowed down to one person then the Committee isn't looking at inflated numbers. <br /> The consensus was to continue to use the charter survey results and comments as a point of <br /> reference. Moving forward there would be no question about the usefulness of the data. <br /> Article 7-8 <br /> There was a note to consider adding to section 7-8 (b) a provision requiring audio recordings of <br /> committee/board meetings that are not required by law to be televised. <br />
