page 2
B.O.H. Meeting, ot. , 1 , 1989
The estimated cost of $13, 500 is based on the amount of water the system has t
treat. This amount includes the design and installation.
M . Storrs asked Mike whether all Cape water is "highly cor;ros i ve"'
Mr. Soi.pione responded that all cape waters are corrosive but not neesari ly
highly corrosive, this any depend on at what depth in the sole source aquifer the
water is being drawn from.
Mr. Storrs stated the High Wood Water currently meets all the McL levels, however,
these levels are currently being reviewed by both the state and Federal Govts. We
can only anticipate what they will be. The easiest way for High good to treat
their water would be at the new pump station and the estimate of it going on line
within six months is based on the hopes that the new MCLI s will be determined by
then. We don't know what the specifics of the system will be until the nowstan-
dards are set. We are nearing the end of a two year process in adopting an anti-
corrosion control program. Evential ly all water companies will have to institute a
program to control corrosivity, but doubts that any company will prior to the new
MCL' s being set.
Mr. Rich stated that the system they install may not neocesarily solve the problem
at the school . We will try to meet the new standards when they are set and even if
we do it will not be a guarantee that the water at the tap will also meet the new
standards. if we cannot meet the new standards, we will not neooesarily b in
violation because we will have made a good faith effort to do so. The State realizes
that it cannot say that if you do A,B & C you will be guaranteed that every tap
water will meet the new standards.,
Mr. Greelish reaffirmed an earlier conclusion that High Wood Water is safe and
meets the current standards. The Board wanted Weston & Sampson to conclusively
state that the high lead concentrations are the result of the corrosivity of the
water based on data available. It could have been improper flushing after the
plumber chlorinated. We now know the lead levels w111 go down after flushing.
Mr. dunes stated that the data leads him to beleive that there really isn't much
of a problem since previous rounds of sampling after a flush show no considerable
amounts of lead. He suggested that we d i dnot flush and sample long enough,
Mr. Greelish stated that the reason why the flushing and sampling was pint on hold
was to give Weston & Sampson the neooesary time to determine what was the cause
of the extremely high lead levels in the first and second rounds even after a flush.
There were numerous unanswered questions, such as was there chlorine in the system,
was the wrong solder used, were the fixtures proper? . Now we have a determination
that the corrosivity of the water is the probable cause of the lead readings.
Mr. Costa stated that due to the lenght of time it will take High Woad to install
their control program and the fact that it may not solve the problem., perhaps the
school building committee ought to be urged to have a treatment system installed
at the school .
OW
Mr. Jones indicated that-the data does not warrant that- suggestion. The results are
too consistently low following a f 1 ush.He sees no cause for concern about lead at
the school and recommended taking onlyione sample at the .previously worst location.
Mr. Costa agreed to go with the flushing r first for a month and then re-evaluate.
r ,
i
M ti ,
