An update of Cape Cod Commission' s Pre-Screening Report as it <br /> pertains to the Industrial Park was presented. Sid reported <br /> on the meeting held with CCC' s Armando Carbonell , Jim O' Connell , <br /> and also attended by Ted, Sharon, Bob Whritenour, Ben Gordon, <br /> and Bank of Boston. It was determined that pre-permitting is <br /> not legally permissable under the Cape Cod Commission Act. <br /> Each company that wants to build in the Industrial Park would <br /> have to go through the CCC screening process at a minimum cost <br /> of $20 , 000 each (anything over 10 , 000 sq. ft. ) . It would be <br /> more beneficial if one developer would buy the whole Park and <br /> pay the $20 , 000 at one time. Sharon raised the issue of water <br /> and transportation permitting, and Sid stated MEPA gets involved <br /> in that. The overall feeling from the meeting was that CCC <br /> gave EDC nothing to work with, except that CCC wanted more time <br /> to try to solve pre-permitting for .the entire Industrial Park. <br /> Steve recommended that ..EDC scrap the idea. <br /> Sid stated he sent a letter to Kathleen McCabe informing her <br /> that the E.O.A. designation for the Mashpee Industrial Park <br /> passed at Town meeting. Bob Whritenour has to prepare an <br /> application and get approval by the E.A. C. C. Steve suggested <br /> EDC offer to help him in this preparation, and all agreed. <br /> Sid noted the correspondence from Shellback Place requesting <br /> pre--screening by the CCC for the 3rd District Court site, the <br /> same thing EDC was requesting on the Industrial Park. <br /> Sid noted the correspondence from Susan Dahn from the Cape and <br /> Island Economic Development Corporation. She will be giving <br /> a presentation at the next EDC meeting on May 23rd. <br /> Sid stated that he did some research into acquiring the Cole ' s <br /> Publications based on Paul ' s idea, which is a cross-referencing <br /> directory for looking up properties by street address. This <br /> could help to fill in gaps in the data base. The cost to rent <br /> it is $172 . 50. The Mashpee Public Library has agreed to acquire <br /> it with their new July 1st funds . EDC will help publicize this <br /> to the Business Community. Sid asked the Committee if they <br /> would like to give this as a gift to the community from EDC; <br /> the Committee agreed stating this would be good PR and should <br /> be advertised. Steve predicted a surplus of $3 , 000 - $4 , 0000 <br /> in the budget which would cover it. Wayne could do the publicity <br /> on this. Steve asked Sid to find out what the publication date <br /> is so that we acquire the most current issue. Sid will follow <br /> this up. A motion was made, seconded, and unanimously voted <br /> in favor of EDC purchasing the Cole's Publication for the Mashpee <br /> Public Library, contingent upon Sid's following up on the <br /> publication date. <br /> Sid thanked Steve Innis for the Internet telephone connection <br /> referral . <br /> -2- <br />
