ECONOMIC DEVELOPMENT COMMITTEE MINUTES <br /> AUGUST 27, 1996 <br /> Paul Reynolds called the EDC meeting to order at 7 : 00 p.m. at <br /> the Senior Center. <br /> Members present: Gloria Dube, Steve Kyros , Paul Reynolds , <br /> Ted Lewis. <br /> Alternates present: Cynthia Green, Steve Innis , Tom Potts , <br /> Sharon Koblinsky. <br /> Others present: Wayne Duchemin, EDC Coordinator <br /> Marijayne Marques, Pamela Kerry, <br /> Eileen Conlon, Joan Bloom <br /> The Minutes of August 13 , 1996 were approved as amended. <br /> Four residents from the Sampson' s Mill Road Safe Water Coalition <br /> were present to discuss the recent developments pertaining to <br /> Augat. Wayne Duchemin started the discussion stating EDC' s <br /> priorities in working with Augat are to get the contamination <br /> sites cleaned up and to keep jobs in Mashpee. He offered to <br /> answer questions about the EOA designation. Marijayne Marques <br /> and Pamela Kerry stated they do not want to reward Augat for <br /> staying in town since they feel Augat has contaminated their <br /> water. They have no confidence Augat will clean up the <br /> contamination and cited a newspaper article about a similar <br /> contamination problem from Augat' s Canton plant. Wayne stated <br /> that this information just recently came up. He further stated <br /> that Augat would have to clean up the contamination in <br /> Mashpee before any incentive is given; the incentive would be <br /> used as a bargaining chip for Augat to mitigate sooner. The <br /> residents have submitted an Article asking for $250 ,000 to bring <br /> Town water into their area, and they want Augat to pay this <br /> amount back to the Town. Wayne stated that EDC submitted two <br /> Articles , one to designate Augat as an EOA (Economic Opportunity <br /> Area) and to accept a certified project from Augat. Augat will <br /> have to improve the infrastructure at the site, invest in the <br /> property, and show they will create jobs. Augat can also be <br /> held accountable for the cleanup as part of the package. Augat <br /> has not assumed responsibility for the contamination. Wayne <br /> is willing to take input from the residents to include in the <br /> negotiation package with Augat. He also asked for feedback <br /> on anything Augat has failed to respond or follow up. Marijayne <br /> Marques stated Augat has failed to meet regularly with the <br /> Assocation, take soil samples, and install nesting wells. Wayne <br /> appreciated this feedback, and he and Marijayne will keep each <br /> other up to date on developments with Augat. EDC thanked the <br /> residents for attending and for the information they provided. <br />
