ECONOMIC DEVELOPMENT COMMITTEE MINUTES
OCTOBER 22, 1996
Paul Reynolds called the EDC meeting to order at 7: 00 p.m. at
the Senior Center.
Members .pre.sent: Paul Reynolds , Ted Lewis
Alternates: Steve Innis, Sharon Koblinsky , Tom Potts
Others : Wayne Duchemin, EDC Coordinator
The Minutes of September 24 , 1996 were approved as presented.
There was no correspondence.
i
ECONOMIC DEVELOPMENT COORDINATOR'S REPORT
Wayne spoke with the new prospective owners of Augat. He
extended an invitation to them to talk about the incentive
program and site. Ted suggested dealing with Jack Lynch,
attorney for Augat; Tom Potts suggested sending a letter to
that effect. The sale will not be approved until December.
Wayne reported on the ''_pyED:r infrastructure improvement grant
stating that Mashpee Commons came to agreement. His next step
is . to set up a meeting with, the . Industrial Park. He will talk
to Paul DeRyder before going to the Cape Cod Commission.
Willowbend has agreed to participate with Augat to make
improvements. The most difficult and last to reach agreement
is Augat and determining the relocation of Sampson ' s Mill Road
as part of the package deal . There .was a Town Meeting vote
in 1989 to relocate Sampson ' s Mill Road. Wayne noted that a
.public hearing will be scheduled .to discuss the proposal once
it is completed. Ted brought up the issue whether this is an
EDC issue or. project; the subject is controversial and EDC may
not want to be associated with it. Wayne stated he is handling
it under Bob Whritenour ' s direction. Paul suggested discussing
this with Bob Whritenour. Wayne suggested that EDC prepare
an opinion on this project so they have an answer for the public .
EDC would rather have questions directed to Wayne. Wayne stated
a public hearing will be scheduled for November or December,
and EDC will get the details soon. Wayne noted that problems
erupted due to Augat' s name being attached; this was included
in the Work Program all along. Wayne recommended that the
process and EDC' s position in the process be articulated. Paul
recommended there be a policy whereby Bob Whritenour or Wayne
explain future projects .to EDC and determine EDC' s role in them.
Steve Innis stated we are in the fact--find mode on this project,
and we should look at and solicit input from the public.
Wayne stated he has no confirmation on the Cape Cod Commission
vote on the Industrial Park development plan. He will call
to find out what happened at their November 17th meeting. Wayne
