r <br /> MASHPEE ECONOMIC DEVELOPMENT COMMITTEE <br /> MINUTES JANUARY 28 , 1999 <br /> Present: Ken Cirillo, Jack Hart , David McNamara , Mark Schmit , <br /> Kevin Shackett , Heidi Trottier , Wayne Duchemin. <br /> I <br /> Wayne D. .opened the meeting at 7 : 05 p.m. in Conference Room <br /> #2 at Mashpee Town Hall . Wayne chaired the meeting in Fred <br /> DiMeco' s absence. <br /> The Minutes of December 10 , 1998 were approved. <br /> Augat/EDIC Update_ <br /> Wayne has been working with Marty Harper, and he submitted an <br /> application to the State to receive funds to take over the Augat <br /> Building. Since Mashpee does not meet the State' s criteria <br /> to form an EDIC , we need a legislative change. Wayne feels <br /> the EDIC formation will occur regardless of the outcome of the <br /> Augat building. The strategy for acquiring the acres next to <br /> Augat is to lobby for a zoning change. We will advocate and <br /> generate income for a full-time program, and EDIC will be a <br /> conduit to take over the Augat building. Thomas and Betts have <br /> shut the door on any other proposals , and the offer from the <br /> Cape Cod Chamber and EDIC is standing. <br /> We can proceed with an Article for a Mashpee EDIC and go after <br /> the State requirements simultaneously. The building consists <br /> of 80 ,000 sf , along with 16 acres , which hopefully will attract <br /> a potpouri of different sized , clean businesses. If we get <br /> the grant money , we will own it. The timetable is this summer. <br /> The key is the State funding and creation of an EDIC. If the <br /> grant does not come through , we will seek other funding sources . <br /> A capital venturist could take the company from crib to the <br /> grave. <br /> Wayne asked EDC members to consider being on the Board of <br /> Directors of the EDIC. The board will act in more than an <br /> advisory capacity; they will be responsible for a larger budget. <br /> A banker and lawyer as required by law will sit on this board . <br /> The Industrial Park is still looking for the "big hit". Our <br /> approach is the incubabator. <br /> Business Forum 1999: <br /> Wayne has a list of businesses , and he needs help ,going over <br /> them and doing a mailing. He will get Willowbend' s list ,. and <br /> Marty Harper has a list. He plans to target the entire Cape. <br /> Willowbend and New Seabury are good potentials for doing the <br /> mailing; they are a focused group who knows the Town well . <br />
