MINUTES March 11, 1993 2 BOARD OF HEALTH <br /> Mr. Greelish expressed his concern with the ground <br /> saturation in the area and recommended this Board calculate <br /> the current estimated nitrogen loading in the Popponesset, <br /> Seconsett and Monomoscoy Island areas and consider placing a <br /> moratorium on building in those areas. <br /> Mr. Doherty motioned to grant a 30' local variance from <br /> abutting well, (House #14 Uncle Henry's Rd. ) , to the proposed <br /> on-site leaching facility and a 7' State sideline variance as <br /> requested, Mr. Ball seconded, all agreed. <br /> Mr. Greelish recommended this Board set a 45 day time <br /> frame to review the Island areas and render a decision as to <br /> whether this Board should place a moratorium on building. <br /> Board members agreed. <br /> 6 OVERLOOK KNOLL -- Mr. McQuaid relayed, "The engineer has <br /> submitted revised plans which delineate the pit lowered to <br /> 17' which is below the bottom of the foundation. " "A 5' <br /> State variance from the foundation is requested. " <br /> Mr. Ball motioned to grant a 5' State variance from the <br /> foundation to the leach pit, Mr. Doherty seconded, all <br /> agreed. <br /> 77 BAYSHORE DRIVE - Mr. McQuaid relayed, "The owner is re- <br /> questing a 28' local variance from the proposed on-site <br /> leaching facility to the proposed on-site well. " "The master <br /> plans indicates 150' between well and septic locations how- <br /> ever, . the Conservation Commission has requested a relocation <br /> of the well site. " <br /> Mr. Doherty motioned to grant a 28' local variance be- <br /> tween the proposed on-site leaching facility to the proposed <br /> on-site well, Mr. Ball seconded, all agreed. <br /> APPOINTMENT: Tom Smith - 266 Monomoscoy Road <br /> Mr. Smith was in attendance for this scheduled appoint- <br /> ment. <br /> Mr. Smith relayed, "I would like the Board's opinion as <br /> to whether soils can be removed from the proposed leaching <br /> facility and clean fill brought in. " <br /> i <br /> Mr. Greelish informed Mr. Smith strip-out cannot take <br /> place as there is a State and local regulation which requires <br /> 4' of naturally occurring soil between the bottom of the <br /> leaching facility and groundwater. <br /> I <br />
