• ti <br /> MINUTES April 1 , 1993 6 BOARD OF HEALTH <br /> Mr. Greelish requested the signature page of the con- <br /> tract to include both the Board of Selectmen and the Board of <br /> Health. <br /> Mr. Scipione questioned whether the Board would like him <br /> to have Town Counsel review the contract. <br /> Nir. Greelish stated, "Yes, on an informal basis. " <br /> Mr. Hanlon relayed, "Once the contract is executed work <br /> will begin a few weeks thereafter. " <br /> Mr. Scipione commented, "An additional issue is the <br /> Board will be required to present something, for financial <br /> assurance, towards the closure rather than going to Town <br /> Meeting. " <br /> Mr. McQuaid questioned Mr. Scipione as to whether the <br /> town will be requesting from D.E.P. a variance to extend the <br /> life of the landfill for non--acceptables to SEMASS. <br /> Mr. Scipione responded, "I think you would want to leave <br /> that option open at this point. " <br /> Mr. Greelish questioned whether Fields Point has submit- <br /> ted plans for their new facilities. <br /> Mr. McQuaid stated, "As of this date no plans have been <br /> received. " <br /> Mr. Greelish relayed, "Their plant is not in compliance <br /> with D.E.P. 's discharge criteria. " "An impact report may be <br /> necessary. " "There coming up on the maximum of their first <br /> phase and the plant is not operating properly. " <br /> i <br /> Mr. McQuaid stated, "Fields Point has filed for the <br /> third phase. " "In my opinion, since they initially applied <br /> for the 120,000 gallons a day discharge, which predated our <br /> regulation, that it was grandfathered in terms of hiring an <br /> engineering firm to review it. " <br /> Mr. Greelish directed Mr. McQuaid to research with <br /> D.E.P. the nature of the noncompliance. <br /> Mr. Scipione questioned whether the Board would render a <br /> decision tonight regarding the closure plan. <br /> Mr. Greelish responded, "We must first take a look at <br /> finances.
