MINUTES April 1, 1993 5 BOARD OF HEALTH <br /> 4 <br /> I <br /> Mr. McQuaid questioned whether the capping issue should <br /> be addressed now. <br /> Mr. Scipioneiresponded, "The town must cap the landfill <br /> .by 1995. " "As of 1993 refuse can no longer be accepted." <br /> Mr. McQuaid questioned whether an article for Town Meet- <br /> ing is warranted. <br /> Mr. Greelish relayed, "The Capitol Committee" has funds <br /> scheduled for capping in 1995. " <br /> Mr. Scipione stated, "The Board should update the cap- <br /> ping plan. " <br /> Mr. McQuaid stated, "In my opinion, the Board should <br /> vote on the contract for the final phase of the hydrogeologic <br /> study and also consider having Weston & Sampson revise the <br /> closure plan. " <br /> Mr. Greelish questioned whether there were funds to pay <br /> Weston & Sampson. <br /> Mr. McQuaid responded, "Funds were appropriated through <br /> Town Meeting for the Hydrogeo. Study. " "There are funds for <br /> the closure plan in the Trash Account. " <br /> i <br /> Mr. Greelish stated, "Let's take a look at it and we can <br /> make the decision tonight. " "The town is also looking for <br /> $2,000.00 for a sprinkler system which must be addressed. " <br /> Mr. Greelish questioned whether additional work would be <br /> required once capping takes place. <br /> Mr. Hanlon responded, "Should problems arise any addi- <br /> tional work will focus on remediation. " <br /> Mr. Scipione stated, "The other issue is, under the pro- <br /> gram there is a requirement for a third step which is an al- <br /> ternative to the evaluation for closure alternatives as to <br /> whether or not the town will require more than just closure. " <br /> "We have been successful in getting away with doing a <br /> write-up in the Comprehensive Site Assessment assuming no big <br /> problem evaluating the closure as the option there and not <br /> taking anything. " "We have not had any problems yet with <br /> D.E.P. . " <br /> Mr. Scipione questioned whether the contract should be <br /> executed by both the Board of Health and Selectmen. <br />
