MINUTES April 15, 1993 3 BOARD OF HEALTH <br /> APPOINTMENT: Flat Pond Development <br /> Concerned citizens Eleanor Thaxton, Anne Bearse, Hazel <br /> Oakley, Earl Cash, Vernon Pocknett, Jack Magee, George Green <br /> and a representative from the Mashpee Rod and Gun Club were <br /> in attendance to discuss concerns regarding the proposed <br /> "Flat Pond" subdivision. <br /> Mr. McQuaid relayed, "Revised preliminary plans were ap- <br /> proved by this Board. " "Subsequent to this approval I was <br /> informed local fisherman and hunters were concerned about the <br /> effect sewerage from the subdivision would have on the fish <br /> population in .Flat Pond.' "Apparently, there are some endan- <br /> gered species of fish in that Pond that may be negatively af- <br /> fected by the proposed subdivision. " <br /> Mr. Greene commented, "Flat Pond is a relatively shallow <br /> pond. " "Currently their is impact on the pond from the Golf <br /> Course and subdivisions in the area. " "We feel the impact <br /> from the proposed 70 lot subdivision will be to great on the <br /> pond. " "We would like to see a study done on the effect the <br /> subdivision will have on the pond. " "The wetland has move <br /> considerably higher due to all the rain fall. " "Many of the <br /> lots are now located within wetland area. " <br /> Mr. Greelish questioned Mr. McQuaid as to what the total <br /> calculations for flow are. . <br /> Mr. McQuaid responded, 1115,400 gallons per day which ex- <br /> ceeds State requirements for total flow from individual sep- <br /> tic systems. " "If this concern is deemed valid by a <br /> hydrogeologist, botanist or biologist, once the study has <br /> been completed, than we could approach New Seabury and re- <br /> quest they forma condominidm association. " "The association <br /> ` 4 will * enforce them to either build' one central septic system <br /> away from the' pond or a treatment plant. " <br /> Mr. Greelish commented, "Plans were submitted as one <br /> subdivision. " "D:E.P. may mandate a treatment plant as they <br /> are in excess of 15,000 gallons. " <br /> Mr. Doherty commented; "If' one lot is removed from plans <br /> they will not-exceed the 15,000 gallon requirement. " <br /> Mr. Greelish relayed, "This Board is required to have a <br /> technical reason to request the study that is scientifically <br /> valid. " <br /> Mr. Cash commented, "Most of the terrain is not far <br /> above the water table. " "Every catch basin and septic system <br /> will affect the pond. " <br />
