" <br /> Mr. Doherty motioned to deny the request to waive the <br /> installer's test and fee as Mr. Driscoll was not licensed in <br /> 1992, Mr. Ball seconded, all agreed. <br /> 9. ) Prorated sticker request - Mr. Doherty motioned to deny <br /> the request to prorate residential stickers based on the <br /> Board's policy, Mr. Ball seconded, all agreed. <br /> Mr. Greelish stated he would speak with the Town Clerk <br /> to discuss the date in which to initiate the sale of 1993 <br /> residential landfill stickers. <br /> 10. ) Emergency Failure Certification - 750 Old _ Barnstable <br /> Road - Mr. Doherty stepped down from this matter as he found <br /> it to be a conflict of interest. <br /> Mr. McQuaid relayed, "The installer replaced the top <br /> half of the tank and reconnected the pipes. " "No "As Builts" <br /> are necessary. " "This was not an emergency failure as there <br /> was no sewerage flowing onto the ground. " <br /> Mr. Greelish motioned to authorize the repair, Mr. Ball <br /> seconded, all agreed. <br /> APPOINTMENT: Conservation Commission - Flat Pond subdivi- <br /> sion <br /> Members of the Conservation Commission, Conservation <br /> Commission Agent Robert Sherman, Planning Board member <br /> Patrick Coffey, Shellfish Warden Rick York, Mr. Michael <br /> Grotske, and Selectmen Costa were in attendance. <br /> Mr. Greelish stated, "The arrangements to call a joint <br /> meeting between the Conservation Commission and this Board <br /> are based upon the concerns of both Boards. " "In the appli- <br /> cation for the preliminary subdivision plan the Board was <br /> asked to review it again as we were made aware of the envi- <br /> ronmental sensitivity of the area. " "We are requesting some <br /> environmental input from the Conservation Commission as to <br /> their point of view. " "There are existing requirements that <br /> would dictate a hydrogeological study of the area. " "This <br /> Board will also review the nitrogen loading as it is a major <br /> concern with this proposed development. " <br />
