MINUTES August 19, 1993 2 BOARD OF HEALTH <br /> is such a big discrepancy between what the Commission delin- <br /> eates as the recharge area and what his engineers delineate <br /> as the recharge area. " <br /> Mr. Grotske responded, "Our determination is based on <br /> their determination as to what the vertical and what the <br /> horizontal gradients are. " <br /> Ms. Atwood stated, "The Commission took information from <br /> the Waquoit Bay study and applied it directly to "Flat <br /> Pond" . " "What our argument is, is that we have site specific <br /> data for Flat Pond which is not a sandy pond as is many of <br /> surface water bodies that are in the Waquoit Bay study. " <br /> "The data indicated downward gradients in several areas of <br /> the pond. " "We felt the Commission did not gather site spe- <br /> cific data as we have. " "We do not feel a lot of the <br /> theories and methodologies used in the Waquoit Bay study can <br /> be directly applied to Flat Pond. " "We tried seepage meters <br /> at Flat Pond but could not get any representative date be- <br /> cause of the 8' to 9' of muck. " "It is not a sandy pond <br /> where you can get any kind of permeability. " "We are here to <br /> emphasize that we feel that the data we dial collect on Flat <br /> Pond we're confident on how we delineated the recharge area. " <br /> Mr. Doherty questioned whether this� was a budget study. <br /> Ms. Grotske responded, "No. " "At least $30,000.00 to <br /> $40,000.00 was spent on the study. " <br /> Mr. Doherty questioned Mr. Worden as to whether they <br /> support the Commission's nitrogen loading calculations. <br /> Mr. Worden responded, "The Commission did not explain <br /> where their calculations were derived from. " "They did not <br /> support the calculations in any way. " <br /> Mr. Greelish commented, "Revised plans delineating the <br /> new area of the recharge zone and the area of proposed devel- <br /> opment gives sufficient margin for the errors that were <br /> found. " <br /> Discussion took place regarding the buffer zone. <br /> Mr. Greelish commented, "What their presenting to us now <br /> is a pretty substantial buffer zone." <br /> Mr. Doherty recommended Mr. Grotske explore alternative <br /> leaching facilities. " <br /> Mr. Grotske relayed, "What we will probably do now is <br /> review the situation with the consultants and see how they <br /> can increase the level of confidence in the recharge area. " <br />
