MINUTES October 14 , 1993 2 BOARD OF HEALTH <br /> meeting. " "He did indicate if tonight's meeting could be <br /> continued he would most certainly attend. " "Mr. Fohlin <br /> voiced his concern regarding the perc tests and groundwater <br /> levels and explained there is a observation well on the lot <br /> which is obstructed and does not show any water. " <br /> Mr. Grotske stated, "Water elevations were measured from <br /> a leaching catch basin. " <br /> Mr. McQuaid stated, "The first perc was witnessed in <br /> 1985. " "The groundwater elevations are consistent based on <br /> the topography of the land. " "Based on the phone call re- <br /> ceived I would recommend the Board hold a Title V variance <br /> hearing notifying all abutters within 150' of the proposed <br /> leaching facility so that all opinions are aired. " <br /> Mr. Doherty stated, "There has been enough vocal comment <br /> that we should allow abutters to voice their opinions and ob- <br /> jections. " <br /> Board members agreed. <br /> Mr. McQuaid .relayed, -"The meeting will be scheduled Oc- <br /> tober 28, 1993 @ 7: 15 p.m. . " "Mr. Grotske is required to no- <br /> tify immediate abutters by certified mail within 10 days of <br /> the scheduled hearing date. " <br /> 24 TIDE RUN <br /> Mr. Grotske was in attendance for this scheduled ap- <br /> pointment. <br /> Mr. Grotske relayed, "A did forward a notice, via certi- <br /> fied mail, to the abutter, (Detours) , as requested by this <br /> Board however, the receipt was not returned. " <br /> Mr. McQuaid stated, "I would recommend increasing the <br /> side wall stone area to at least 211 . " "The new flagging was <br /> not verified by the Conservation Commission agent. " "The <br /> system meets Title V requirements however, does not leave any <br /> excess capacity. " <br /> Mr. Greelish recommended the owner sign the affidavit <br /> which stipulates no increase in habitable space. <br /> Mr. Ball recommended this Board await rendering a deci- <br /> sion until the Conservation Commission agent verify the new <br /> j flagging. <br /> i <br /> Mr. Greelish motioned to grant the variance as requested <br /> with the stipulation the Conservation . Commission issue an <br /> "Order of Conditions" , the owner sign the affidavit which <br />
