Greelish <br /> THE TAPE IS NOT PART OF THE MEETING IT IS FOR THE PURPOSE OF <br /> TRANSCRIPTION ONLY. <br /> Mr. John T. Doherty, Chairman <br /> 1 . ) Warrants signed. <br /> 2 . ) Mr. Greelish motioned to accept the minutes of November <br /> 18, 1993 , Mr. Ball seconded, all agreed. <br /> Mr. Greelish motioned to accept the minutes of December <br /> 2 , 1993 , Mr. Doherty seconded. <br /> APPOINTMENT: William Harvey _ Installer's license <br /> Mr. Bali stepped down from this matter as he found it to <br /> be a conflict of interest. <br /> Mr. Harvey was in attendance for this scheduled appoint- <br /> ment. <br /> Mr. McQuaid informed Board members, "Four septic permits <br /> were issued to Stephen Lebel in the Sarakumitt Village area. " <br /> "It was learned Mr. Lebel did not install the septic systems, <br /> instead Mr. Harvey was retained by the builder for the in-, <br /> stallation of the four leaching facilities. " "Mr. Harvey as- <br /> sumed the permits were in order and did not renew the permits <br /> under his name. " "It is stated on the septic permits that <br /> they are nontransferable. " "Mr. Harvey and the builder have <br /> both done business in town over the years and should be aware <br /> of that. " "Subsequently, the builder, Mr. Priestly, came in <br /> and got somewhat aggravated with me saying, "The permits are <br /> valid who cares who puts the system in. " "I informed Mr. <br /> Priestly we want the licensed installer to come in an pull <br /> the permit as the town holds him and the engineer responsible <br /> for the functioning of the system. " "I had Mr. Priestly con- <br /> tact the chairman as the sale of one of the lots was to take <br /> place that day. " "The chairman allowed the permit to be re- <br /> issued to Mr. Harvey due to the pending sale of the lot how- <br /> ever, he did request Mr. Harvey attend an upcoming meeting to <br /> discuss the matter. " "Mr. Harvey pulled two permits and in- <br /> stalled four systems without obtaining the proper permits <br />
