MINUTES February 24 , 1994 4 BOARD OF HEALTH
Mr. Doherty stated, "With the plans and the existing
1 system as it sits I consider it an improvement over anything
else. "
Mr. Greelish stated, "As I understand it the system has
a currently defined Title V system. " "In my opinion the case
is mute. "
Mr. Evans recommended approving the system with the
stipulation the owner tie-into public water.
Mr. Greelish relayed, "If the existing system did not
meet Title V requirements I would have to deny the Foley's
request as there is probably not sufficient separation to be
upgraded. "
Mr. McQuaid stated, "What I would like the Board to con-
sider is to have a licensed Installer/Pumper inspect the sys-
tem and have him supply us with an appropriate "As Built" de-
sign of the system because there is no engineering plan on
file. " "We would like to know exactly where the tank and
leaching pit are located for our records." "In doing the in-
spection the Installer/Pumper will determine if the system is
operating properly. " .
Attorney Carter stated, "I would like to leave here to-
night with the understanding we will not have to return to
the Board for further review. "
Mr. McQuaid commented, "When the engineering firm of
Baxter and Nye proposed the upgrade they should have indi-
cated exactly where the existing tank and leach pit are. "
Mr. Greelish motioned to rule that the existing system
at 276 Monomoscoy Road is technically in compliance with
Title V requirements and is not subject to the "Habitable
Space" regulation however, upon this ruling the owner shall
tie-in to public water, during the course of construction an
Installer/Pumper shall pump the system and submit to this of-
fice an "As Built" of the existing Title V leaching facility,
Mr. Ball seconded, all agreed.
APPOINTMENT: Tony Gallo - Finance Committee Liaison
Mr. Gallo was unable to attend tonight's meeting.
I
