TOWN OF MASHPEE <br /> BOARD OF HEALTH <br /> March 17, 1994 <br /> Meeting called to order at 7:00 p.m. <br /> Members present: Stephen J. Greelish, Steven R. Ball and <br /> John T. Doherty. <br /> THE TAPE IS NOT PART OF THE MEETING, IT IS FOR THE PURPOSE <br /> OF TRANSCRIPTION ONLY. <br /> Mr. John T. Doherty, Chairman. <br /> 1 . ) Warrants signed. <br /> 2. ) Minutes of the March 10 , 1994 meeting were accepted as <br /> printed. <br /> Mr. Doherty informed the Board that Mr. Halpern is present <br /> to address the Board. <br /> Mr. Halpern asked the Board to reconsider its vote of last <br /> week Mr. Doherty asked Mr. McQuaid whether he had contacted <br /> Town Counsel regarding the cost of proceeding with court ac- <br /> tion against Mr. Halpern. Mr. McQuaid answered "yes". Mr. <br /> Greelish asked Mr. McQuaid whether he had filed with the <br /> clerk of court. Mr. McQuaid answered "no, I haven't yet at <br /> the direction of the Chairman" . <br /> Mr. Greelish stated he is displeased with this process, that <br /> "the Board's legal vote has been impeded, I am particularly <br /> displeased with the Agent's delay in filing after we had a <br /> legal vote on the matter. My only alternative is to offer <br /> two things, because I think the Chair is exceeding his au- <br /> thority in this matter and is in fact interfering with the <br /> legal process. My two options are one - to call for a reor- <br /> ganization or two - to resign on the spot. " <br /> Mr. Ball stated "I think it's too close to the end of the <br /> year with the election coming up to vote for reorganiza- <br /> tion. " <br /> Mr. Greelish replied " Then , as of this moment I officially <br /> resign my position on the Mashpee Board of Health, I will so <br /> inform the clerk. " <br /> Mr. Doherty motioned to move into executive session, Mr. <br /> Ball seconded at 7: 15 pm. <br /> Regular session re-opened at 7:20 pm. with Mr. Doherty and <br /> Mr. Ball present. <br /> Mr. Ball motioned to reconsider the vote taken on March 10, <br /> 1994 on Richard Halpern, 4 Tri-Town Circle. Mr. Doherty sec- <br /> onded. Discussion followed with Mr. Halpern regarding the <br /> upkeep of the Riverbend and his other rental properties. <br />
