Ball , Chairman <br /> 1. ) Warrants signed. <br /> 2 . ) Mr. Doherty motioned to accept the minutes of July 21 , <br /> 1994 , Mr. Cram seconded, all agreed. <br /> APPOINTMENT: Robert Whitcher - D.E.P. - Recycling Transfer <br /> Station <br /> Mr. Whitcher was in attendance for this scheduled ap- <br /> pointment. <br /> Mr. Whitcher relayed, "I am a consulting contractor with <br /> the State as a regional planner." "My focus is working with <br /> the business communities throughout the State helping them <br /> recycle." "I would like to discuss the possibility of re- <br /> gional recycling transfer stations which is a concept devel- <br /> oped by D.E.P. from funds which have been approved by the <br /> legislature through the "Clean Environment Fund" . " "What <br /> D.E.P. is doing now is trying to work with host communities <br /> on the Cape. " "We have been working with the Board of Manag- <br /> ers at Otis as we feel it is a good site for some kind of re- <br /> gional recycling transfer station. " "The site would be uti- <br /> lized for bulking or aggregating paper for transportation off <br /> Cape which would reduce transportation costs for communities <br /> on the Cape. " "We would like to create a transfer station <br /> which would have 100 yard transport trailers which will hold <br /> between 20 and 25 tons of loose papers." "Transportation <br /> costs would be reduced and it would allow a cooperative ef- <br /> fort in marketing the product. " <br /> Mr. Doherty questioned Mr. Whitcher as to whether other <br /> items could be recycled. <br /> Mr. Whitcher responded, "At this point we are not focus- <br /> ing on any other materials except for paper as it is 65% of <br /> the recyclable stream. " "The State does not want to compete <br /> with the private sector or put the private sector out of <br />
