TOWN OF MASHPEE <br /> BOARD OF HEALTH <br /> August 4 , 1994 <br /> Meeting called to order at 7:00 p.m. <br /> Members present: Steven R. Ball , John T. Doherty and Robert <br /> F. Cram <br /> THE TAPE IS NOT PART OF THE MEETING IT IS FOR THE PURPOSE OF <br /> TRANSCRIPTION ONLY. <br /> Mr. Steven R. Ball, Chairman <br /> 1. ) Warrants signed. <br /> 2 . ) Mr. Doherty motioned to accept the minutes of July 28, <br /> 1994, Mr. Cram seconded, all agreed. <br /> 3 . ) Proposed memo to Exec. Sec. re: High School-treatment <br /> plant - Mr. McQuaid relayed, "Based on current Title V re- <br /> quirements a treatment plant is not warranted. " "I re- <br /> searched the flows from Sandwich High School and even adding <br /> 1/2 gallon per student per day we would only come up with <br /> 8645 gallons per day discharge which doesn't require a treat- <br /> ment plant. " "We did indicate that is something that should <br /> be looked into considering what happened to Sandwich elemen- <br /> tary school treatment plants. " "Their flows were so exagger- <br /> ated their treatment plants do not even function. " "In my <br /> opinion, this is something that should be researched; either <br /> down size the treatment plant or consider getting a variance <br /> from the State to allow the installation of a Title V <br /> system. " <br /> Mr. Doherty commented, "I agree that we do not want the <br /> problems associated with the Sandwich high school treatment <br /> plant however, the town should set a good example by the in- <br /> stallation of a treatment plant. " "I would recommend a small <br /> bio-clere system. " <br /> Mr. McQuaid relayed, "We have no evidence that the <br /> bio-clere system is doing what it is proposed to do and nu- <br /> trient loading is not the only concern that we should have. " <br /> "We should be concerned about bacterial and viral loading on <br /> the groundwater. " "In my opinion there is no question that <br /> the size of the proposed plant is outrageous. " "In speaking <br /> with D.E.P. they acknowledged the fact that 20 gallons per <br /> student per population per day is way over estimated flow. " <br /> "In the new proposed Title V the changes expected are that <br /> estimated flows will be reduced to 10 gallons per student per <br /> day for elementary schools only. " <br />
