MINUTES August 4 , 1994 2 BOARD OF HEALTH <br /> Mr. Doherty motioned to amend the draft letter prepared <br /> by Mr. McQuaid to reflect this Board recommending a tertiary <br /> treatment plant at 14 ,000 gallons per day capacity which al- <br /> lots in excess of 50% additional capacity over the maximum <br /> projected flow and the agent shall petition D.E.P. for vari- <br /> ance relief from their regulation, Mr. Cram seconded, all <br /> agreed. <br /> Mr. McQuaid commented, "In speaking with Selectmen Costa <br /> it was agreed he will speak with the Board of Selectmen on <br /> this matter. " <br /> 4. ) Asher's Heights water quality report. - Mr. McQuaid re- <br /> layed, "The report indicates no v.o.c's however, there are <br /> high lead levels which are not attributable to any specific <br /> source. " "They are requesting to revise the annual monitor- <br /> ing schedule as required by the Planning Board. " "The annual <br /> testing is in excess of $5,000.00 and is testing for param- <br /> eters that even the military is not required to test for when <br /> they do their groundwater monitoring down-gradient of the <br /> base. " "There are secondary water quality parameters which <br /> are exceeded in certain instances. " "These are monitoring <br /> wells not drinking water wells." "I would recommend the <br /> Board approve the modified monitoring program as it is exces- <br /> sive and unnecessary. " "The whole development is on town wa- <br /> ter. " <br /> Mr. Doherty motioned to forward a letter to the Planning <br /> Board which states: Based on this report and parameters <br /> tested the Board of Health's position is that the revised <br /> monitoring program is acceptable, Mr. Cram seconded, all <br /> agreed. <br /> 5. ) Laidlaw parking plan - Mr. McQuaid relayed, "Plans were <br /> received which include this Board's recommendations. " <br /> Questions were raised as to whether the burm should be <br /> extended. <br /> Mr. Cram motioned to approve plans as presented with the <br /> stipulation the burm is extended an additional 60' on the <br /> southeast corner of the lot, Mr. Ball seconded. Mr. Doherty <br /> abstained. <br /> 6. ) Letter from Atty, Beitman re: Tony Ca elle -- Mr. <br /> Doherty stepped down from this matter. <br /> Mr. McQuaid relayed, "The Selectmen have contacted Town <br /> Counsel . " "The town's insurance company has requested and <br /> obtained a copy of the town's contract with DiMaggio to oper- <br /> ate the landfill and a copy of the composting contract. " "A <br /> meeting has been scheduled for Tuesday at the landfill . " <br />
