Ball, Chairman <br /> 1 . ) Warrants signed. <br /> 2 . ) Mr. Doherty motioned to accept the minutes of September <br /> 8 , 1994, Mr. Cram seconded, all agreed. <br /> APPOINTMENT: Gordon Boyd - Landfill Reclamation <br /> Mr. Gordon Boyd and Mr. Robert Bojack were in attendance <br /> for this scheduled appointment. <br /> Mr. McQuaid relayed, "This type of company is interested <br /> in reclaiming whatever recyclable materials are buried in our <br /> landfill . " "We have 10 acres of unlined landfill open for <br /> reclamation. " <br /> Mr. Boyd stated, "Our company is S.S.B. Environmental <br /> based in New York state. " "The energy research and develop- <br /> ment authority got a town in the Adirondacks to agree to be <br /> the pilot site for New York to prove out whether this was a <br /> viable approach. " "We were the general contractor's on that <br /> project. " "In the course of a three phase operation we took <br /> a 5 acre landfill and made it into a 2 acre landfill which <br /> reduced the town's capping and monitoring costs for that fa- <br /> cility. " "Subsequently, we did four feasibility studies to <br /> see if landfill reclamation would work in four different <br /> types of landfills. " "Those studies were funded by the <br /> State. " "Of those four, one of them has gone to a commercial <br /> phase and they have retained us to remove entirely the 7 acre <br /> landfill . " "We will begin work on that landfill in October. " <br /> "Basically, the idea of landfill reclamation takes place in a <br /> conventional surface mining type of situation using excavat- <br /> ing and screening equipment and using personnel that receive <br /> 40 hour O.S.H.A. training and have some special waste han- <br /> dling experience." "Costs for that landfill will be about a <br /> $1 .00 equal to what it would have cost them to close it, in- <br /> cluding the present value of 30 years of monitoring.
