TOWN OF MASHPEE <br /> BOARD OF HEALTH <br /> September 22, 1994 <br /> Meeting called to order at 7:00 p.m. <br /> Members present: John T. Doherty and Robert F. Cram, Sr. <br /> THE TAPE IS NOT PART OF THE MEETING IT IS FOR THE PURPOSE OF <br /> TRANSCRIPTION ONLY. <br /> Mr. John T. Doherty, Acting Chairman <br /> 1.) Warrants signed <br /> Mr. Doherty stated, "The Chairman who is absent tonight agreed to use the lowest <br /> bidder to tie in those homes in the High Sachem Estates subdivision but because of <br /> emergency time constraints and the imminent threat to public health it was at the agents <br /> discretion, with the Board's prior approval, to use the second lowest bidder which was <br /> Aqua Jet Well Driller's to connect those two dwellings which are within 500' of the <br /> landfill." "Tonight in order to confirm that action I will evoke the "Rule of Necessity" <br /> seeing as a quorum is needed to authorize payment." "I do have a stated conflict of <br /> interest with the principals of Aqua Jet Well Driller's." "I would entertain a motion to <br /> approve the use of Aqua Jet Well Driller's for those two installations." <br /> Mr. Cram motioned to authorize Aqua Jet Well Driller's to perform the work <br /> necessary to tie-in to public water to two homes in the High Sachem Estates subdivision, <br /> Mr. Doherty seconded. <br /> 2.) Mr. Cram motioned to accept the minutes of September 15, 1994, Mr. Doherty <br /> seconded. <br /> 3.) Letter from Cape & Islands re: Lakeside Trailer Park - Mr. Doherty commented, <br /> "I did review the letter however, I am not comfortable with giving Mr. Haney an open <br /> ended agreement that he can use his existing soil tests and plans for an unspecified time." <br /> "I would agree to our previous vote of upgrading five systems a year." <br /> Mr. Cram agreed with Mr. Doherty's comments. <br />
