1`
MINUTES February 16, 1995 3 BOARD OF HEALTH
Mr. McQuaid commented, "It's hard to believe that it is a solid concrete pit if it's
twenty-five years old."
Mr. Ball stated, "Mr. DiMaggio has verified it is a leach pit."
Mr. McQuaid stated, "I would recommend the Board consider allowing this on the
condition the existing pit be hauled out, cleaned, and stone replaced around it."
Mr. Ball stated, "I would recommend pumping the system."
Mr. McQuaid relayed, "We don't know the depth to groundwater." "There are a
lot of unanswered questions which is why we would normally require an engineered plan
with a perc test done on site."
Mr. Ball questioned Mr. Cain as to whether he intends to increase his habitable
space?"
Mr. Cain responded, "No."
Mr. McQuaid stated, "If the Board is inclined to approve the request I would
recommend a pert test to determine groundwater elevation." "Half of the pit may be in
groundwater."
Mr. Cain stated, "I am on a hill."
Mr. McQuaid stated, "That observation could be done at the time of the
installation of the tank."
Mr. Cram stated, "I would vote to approve the request with the stipulation a perc
test is performed and the owner agreed to sign the affidavit."
Mr. Ball motioned to approve the installation of a 1500 gallon septic tank and
distribution box at 8 Wilsons Grove with the stipulation, the existing leach pit is pumped,
a perc test is performed to ensure there is 4' of permeable soil between the bottom of the
leaching facility and groundwater and the owner sign the affidavit which agrees to no
increase in habitable space, Mr. Cram seconded.
APPOINTMENT: Down Cape Engineering - 22 Great River Road
i.
There was no representation in attendance.
