MINUTES April 6, 1995 4 BOARD OF HEALTH
90% started by smoking first." "Children in homes, where there are smokers, are more
likely to develop respiratory diseases, such as asthma." "We teach children more by how
we behave and what we say and what a gift we would give them if for once we could say
to them, by our behavior, that we care more for their health and their quality of life then
we care about how much money we will lose by becoming a smoke free community." "It
is interesting to note that 75% of the population are now non-smokers and yet we
continue to make it possible for smokers to pollute the air that others must endure when in
public places."
Mr. Doherty stated, "Mr. Evans, who is our representative to our Regional
Tobacco Control Committee and myself were present at the meeting this morning."
"After a number of public hearings the sub-committee for the draft regulations has
submitted a substantial revision that does not require'100% smoke free this year however,
it does set a date in the future." "There were some other changes such as making
provisions for variance requests, etc.." "I would to postpone any action." "I would like
to essentially leave our regulations as they stand for now to review the revisions." "I
believe the revisions are substantial enough that they warrant some serious review and
consideration."
Mr. Evans stated, "Quite a few of the Regional Tobacco Control Committee
members were not present at this mornings meeting." "Not everyone from that group is
favorable to the revisions."
Mr. Doherty commented, "I had some proposed changes myself." "I am in favor
of 100% ban but I am reasonable about it too." "I agree with uniform regulations across
the Cape but I didn't agree with way the Tobacco Control program was proposing it to be
initiated." "It seems that a lot of people have expressed their sentiments in public hearings
and that they are trying to take some action in the revised changes." "We did agree to
review the regulations annually and did expect them to become increasingly stringent from
year to year."
Mr. Mitrokostas stated, "The biggest concern of the business people and
restaurant owners is the uniform policy." "In the meantime the only concern I believe
from the restaurant owners right now is time-wise." "Coming into our busy season we
will not have time to come in to review each change."
Mr. Doherty stated, "Any action that may be taken will not be until the fall.
Mr. Doherty motioned to continue with the existing smoking regulations until
September, 1995 at which time they will be reviewed for possible amendments, Mr. Cram
seconded, all agreed.
