MINUTES July 13, 1995 4 BOARD OF HEALTH
charge to the town and he anticipated, after paying for the labor, that he might make
$200.00 or $300.00 dollars on it." "If he is further asked to remove all the other items,
subtracting the $200.00 or $300.00 dollars from that cost it would cost him approximately
$800.00 to cleanup the entire place to our satisfaction." "Mr. Costa questioned whether
or not we have any source that could provide the $800.00." "1 told him that if we
consider the majority of the items which we want removed as potentially health or safety
hazards we could probably consider taking it out of our hazardous waste account." "I am
comfortable enough that we have sufficient funds in that account even though it's been cut
from $25,000.00 to $15,000.00."
Mr. Cram stated, "I am unfamiliar with this lot." "I would like a few days in which
to research this matter."
Mr. Cram motioned to continue this matter until next week's meeting, Mr. Ball
seconded, all agreed.
Board vote - Re Tonal Treatment Plant
Mr. Doherty stated, "The Selectmen have requested this Board to vote on whether
to support or not support the Regional Septage Treatment Plant." "Last Friday, Bob
Cram and myself met here with George Costa, Greg Taylor and Bob Whrit.enour to
discuss our concerns with them over the plant." "We also discussed the commercial
availability of capacity for the next five, ten, twenty years vs. the need to build a plant."
"They highlighted the point that while there appears to be enough municipal and
commercial capacity nothing is ever guaranteed." "Given the fact that the plant would be
built on bonds issued by the town of Sandwich not by the town of Mashpee, that those
bonds would be repaid solely through the tipping fees not the general tax base and
favorable interest rates and given the fact that we're tying onto a plant which is paid for by
the federal government, which substantially reduces our capital exposure, I would be in
favor of this."
Mr. Cram commented, "If it's going to guarantee that for 20 years plus we would
know where we can dispose of our septage - this would be guaranteed." "Secondly, this
is going cost us as property owners the same if not less then what their presently paying."
"This is a win, win situation how can you lose."
Mr. Ball stated, "I disagree." "Yes, we will have a place to put our sewage for 20
years, we also have a place now where we can put our sewage for 20 years." "The plant
being built now will be obsolete in 20 years." "The way Title V is going I believe there
will be less pumping of effluent out of these systems." "If Title V does ever demand or
