MINUTES July 27, 1995 5 BOARD OF HEALTH. <br /> 5.) Memo from Shellfish Constable re: Mashpee River- Mr. Doherty relayed, "I <br /> would like Board members to consider, especially in sensitive areas around rivers, ponds, <br /> estuaries, etc., to possibly require on any new construction or any new repairs, to include <br /> some type of treatment system i.e. Bio-clere, Clivus Multrum, F.A.S.T., etc.." "Pathogen <br /> die-off is still a concern." "Perhaps we should consider, especially in sensitive areas, that <br /> we require u.v_ disinfection in order to ensure we have pathogen die-off." "Storm water <br /> run-off is significant however, septic systems are also significant just because of the sheer <br /> numbers of them throughout the town and where they lay within the recharge zone." <br /> "You don't have to be next to the river to contribute to the problem." <br /> Mr. Ball commented, "I don't have a problem with the Board adopting some type <br /> of regulation on new construction." "I'd like to see It on repairs also but it may create a <br /> financial burden on the homeowner." <br /> Mr. Doherty replied, "Whether you can afford it or not it's still important." "The <br /> sooner we begin to reduce nitrogen pollution in the groundwater mother nature can start <br /> to rebound on her own." <br /> Mr. Cram commented, "Percentage wise, as far as buildable lots that may be left <br /> adjacent to Mashpee River must be a very minimal." "We can regulate those as they come <br /> in, as far as new construction but what do we do with the existing; ones?" <br /> Discussion took place regarding various ways in which the Board could regulate <br /> upgrades. <br /> Mr. Doherty recommended Board members work on a proposed regulation for <br /> septic system upgrades with a u.v. disinfection unit to protect the sole source aquifer. <br /> Agreed. <br /> A. LETTER FROM MACDONALD'S ATTORNEY <br /> Acknowledged. <br /> Being no further business Mr. Cram motioned to adjourn this meeting at 8:30 p.m., Mr. <br /> Ball seconded, all agreed. <br /> Respectfully submitted, <br /> Veronica Mayer, Adm.
