Mr. Ball motioned to accept the minutes of August 3, 1995, Mr. Cram seconded; <br /> all agreed. <br /> 3.) Letter from Weston & Sampson re: Landfill capping material - Mr. McQuaid <br /> relayed, representatives from Weston & Sampson came down to review the stockpiling <br /> method and area for the fill coming from the high school project." "It was determined that <br /> most of the 25,000 cubic yards can be stockpiled on the crest of the landfill to male it <br /> easier to spread out when the capping; time comes and also to burro the landfill material <br /> that we're bringing in." "I was unofficially made aware of the fact that there i; possibly a <br /> $3.00 per cubic yard fee going to be charged by some town entity for this fill." "My <br /> menzo to the High School Building Committee simply stated that if there is any excess fill <br /> that the Board of Health can use up to 25,000 cubic yards in their capping program, then <br /> all of a sudden fill started arriving." "I certainly didn't sign any contract with anybody to <br /> pay for anything and the trucking company hasn't contacted us for any reimbursement." <br /> "I brought this up in the course of discussions with Town Counsel and the Executive <br /> Secretary when I was up at the D.E.P. and was informed that the best way to resolve this <br /> issue, not having gone out to bid and I didn't think we would have to because this has to <br /> do with solid waste, would be for the Executive Secretary to submit a change order to the <br /> High School Building contract indicating that 25,000 cubic yards would be brought front <br /> the excavation of the site to the landfill." "The issue of reimbursement, if there is indeed a <br /> bill coming down the road, can be addressed at that time." "I don't hesitate in thinking <br /> that we can pay for that, if anyone needs to pay for that, out of our capping budget." <br /> Mr. Doherty commented, "We never offered to purchase it and I don't think we <br /> are going to offer," <br />
