TOWN OF N A►SHPEE <br /> BOARD OF HEALTH <br /> October 26, 1995 <br /> Meeting called to order at 7:00 p.m. <br /> Members present: John T. Doherty, Robert F. Cram, Sr. and Steven R. Ball <br /> THE TAPE IS NOT PART OF THE MEETING IT IS FOR THE PURPOSE OF <br /> TRANSCRIPTION ONLY. <br /> Mr. John T. Doherty, Chairman <br /> 1.) Warrants signed. <br /> 2.) Mr. Cram motioned to accept the minutes of October 19, 1995, Mr. Ball seconded, <br /> all agreed. <br /> 3.) Copy of letter to Selectmen re: Human Services - Mr. McQuaid relayed, "I did <br /> attend the coalition meeting." "Certain things had been agreed upon by the coalition <br /> which I knew the Board would take objection to." "First and foremost was it was agreed <br /> that the long term goals of the human services committee would be to establish a human <br /> services department." "I objected to that right off the bat, saying I don't think that should <br /> be a predrawn conclusion of the committee." "The committee hasn't been formed yet it is <br /> still a coalition." "The coalition is going to present an article at annual town meeting for <br /> support from the town to create a committee." "That goal was changed to be a priority to <br /> determine whether or not the town needs to start a new department." "I stressed the fact <br /> that we already have the administrative procedures in place at the Board of Health to <br /> administer and oversee these contracts." "Why should we automatically assume that we <br /> need to spend the money to create a new department when in fact any expanded human <br /> services could be under the Board of Health control rather than spend the money on <br /> expanding the services to fulfill unmet needs." "We changed the mission statement of the <br /> coalition to take that aspect out, forming a human services department, and making <br /> recommendations to the Finance Committee by the Committee." "I informed them that <br /> should come through the Board of Health." "We fully support establishing this committee <br /> to look at what needs are not fulfilled." "The committee should then approach the Board <br /> of Health with their recommendations." "It would be the Boars! of Health that would go <br /> to the Finance Committee to request an increase in our budget to fulfill these unmet <br /> needs."
