TOWN OF MASHPEE <br /> BOARD OF HEALTH <br /> July 23, 1998 <br /> Meeting called to order at 7:00 p.m. <br /> Members present: Robert F. Cram, Sr., Steven R. Ball and John T. Doherty <br /> THE TAPE IS NOT PART OF THE MEETING IT IS FOR THE PURPOSE OF <br /> TRANSCRIPTION ONLY. <br /> Mr. Robert F. Cram, Chairman <br /> APPOINTMENT: Ralph Herbst - Concerned Citizen <br /> Mr. Herbst was in attendance for this scheduled appointment. <br /> Mr. Herbst stated, "I am here tonight because Mr. McQuaid and Mr. Cram visited <br /> a neighbor of mine who I had some complaints about and also some concerns about his <br /> personal well-being, his health and also the health of the neighborhood." "I asked them to <br /> look into it, this is the second time Mr. McQuaid has looked into this." "This individual is <br /> a part-time employee of the town." "I own property at 82 Wheeler Road and Mr. <br /> Dominie, who is the person I am concerned about owns the property four lots over from <br /> mine." "After going to look at the property, Mr. McQuaid decided that he and Mr. Cram <br /> would go over and look at it together." "They got back to me with a response to my <br /> complaints and my concerns." "I disagree with what they had to say." "Mr. McQuaid <br /> then suggested I come in and talk with the entire Board." "I am asking the other two <br /> members of the Board to do their own inspection of this property to see whether or not <br /> they agree with Mr. Cram and McQuaid as to the fact that they can do literally nothing <br /> over there." "Occasionally, I go to the property to return this mans dog to him because it <br /> gets loose." "Yesterday, I delivered a letter to Mr. Dominie concerning another issue and <br /> in going to his property he was not there but the door to his dwelling was open and what I <br /> observed was what I had suspected." "This man is living basically in a part of his home <br /> which is totally filled with clothing and junk." "He has bored a hole in that junk and lives <br /> in the hole, I believe with his dog." "There is one light in there." "Mr. McQuaid informed <br /> me he had condemned the home years ago and it remains condemned." "The issues I <br /> bring to you and the questions that I would like answered are these; his yard was totally <br /> full of returnable beverage containers and recyclable containers." "After Mr. McQuaid <br /> spoke with him once the property has improved some but there is still mounds of it there <br />
