MINUTES July 1, 1999 4 BOARD OF HEALTH <br /> 4. Human Services contracts. <br /> Board members forwarded their signatures to the Human Services contracts <br /> with the exception of the Human Services Coordinator contract. <br /> A vote was taken to pay Falmouth Human Services for,a Human Services <br /> Coordinator twelve equal installments of$2,647.17 (a total of$31,766.00 for <br /> fiscal year 2000) for services rendered to the Town of Mashpee. Mr. Doherty <br /> was opposed. Item was continued. <br /> Nitrogen Regulation <br /> Mr. Ball motioned to approve the nitrogen regulation. Mr. Doherty seconded <br /> the motion. Motion passed. <br /> 5. Commercial septic system: 60 Route 29 (Jiffy Lube) <br /> Mr. McQuaid stated, "This is the first time the Jiffy Lube septic plan has been <br /> before the Board. It includes an ultra-fast denite, a primary and reserve and <br /> MDC drains. I have no problems with the plans however, this doesn't have <br /> anything to do with our approval of their plans for storage facility for hazardous <br /> waste." <br /> Mr. Doherty motioned to approve the sanitary system plan only. Mr. Cram <br /> seconded the motion. Motion passed. <br /> Commercial septic system: 107 Route 151 (Boys & Girls <br /> Mr. McQuaid stated, "The revision consists of moving the leach field." <br /> Mr. Doherty motioned to accept the revised plans. Mr. Cram seconded the <br /> motion. Motion passed. <br /> 6. Denite upgrade — 58 Quaker Run Road <br /> Mr. McQuaid stated, "This is an existing two-bedroom house. Applicant is <br /> hoping to increase the number of bedrooms to four and in doing that they are <br /> agreeing to install a FAST system using the existing leaching." <br /> Mr. Ball motioned to approve the request to install a single-family fast system. <br /> Mr. Doherty seconded the motion. Motion passed. <br /> 7. Variance request: 56 Kim Path <br /> Mr. McQuaid stated, "It looks like they are replacing the cesspool. The <br /> applicant is requesting a 5'variance off the street and northerly property lines, <br /> 5'variance off the garage foundation, a 53'variance from the soil absorption <br /> system to the BVW line and a V variance from the soil absorption system to the <br /> monitored high water." "You can see where the sound is. He is talking about <br /> beach grass up to within 47'." <br /> Mr. Doherty stated, "This is clearly a situation where putting a denitrification <br /> unit in is nothing more than spending money. There is no benefit to be gained <br /> by the environment or by any of us. That's not even an issue." "The system is <br />
