MINUTES July 15, 1999 1 BOARD OF HEALTH <br /> TOWN OF MASHPEE <br /> BOARD OF HEALTH <br /> Meeting was called to order at 7:00 p.m. <br /> Members present: Steven R. Ball, John T. Doherty, Robert F. Cram, Sr., Elias A. <br /> McQuaid and Veronica A. Mayer <br /> THE TAPE IS NOT PART OF THE MEETING; IT IS FOR THE PURPOSE OF <br /> TRANSCRIPTION ONLY. <br /> Mr. Steven R. Ball, Chairman <br /> 1. Sign warrants. Warrants signed. <br /> APPOINTMENT FS 1 Plume Update <br /> Mr. Mike Minior of AFCEE and Mr. Paul Marchessauit of the EPA were in attendance <br /> for this scheduled appointment. <br /> Mr. Minior stated, "FS 1 is what discharges into the cranberry bogs at Quashnet. <br /> We've had the public comment period on our proposed remedy for how we're going to <br /> deal with the plume, which is basically to put in a string of wells at the access of the <br /> plume to collapse it in, pump the water out, treat it and put it back. But there is an <br /> issue that we deal with as we formalize our decision, which is part of the remedy. <br /> That goes back to a moratorium that you passed back in April of 1998 regarding how <br /> you are going to handle new well installations in areas of known or anticipated <br /> contamination. We just wanted to come tonight to understand clearly if that does <br /> apply in the area of concern for FS 1 because we want to be able to put the appropriate <br /> wording in our decision document. We want to be able to show that we have the <br /> support of the Town to help us keep people from potentially being exposed. I know <br /> that the EPA has some concerns and questions they would like to have clarified <br /> regarding the moratorium." "The Board put out a very general town-wide moratorium <br /> on groundwater wells. We'd definitely delineate the plume. The way we handle water <br /> hook up conversions has a 500'buffer zone on each side of the known area of the <br /> plume and what is considered two years travel time down-gradient from the leading <br /> edge. That could impact the Saddleback neighborhood. That could impact a portion <br /> of Ashumet Road." <br /> Mr. Ball asked, "If it does impact it and you put these people in there, will you be <br /> treating it like you did the Briarwood area where you hooked them up to Town Water?" <br /> Mr. Minor responded, "Yes. But what we are looking for is between the authority that <br /> you have and the regulations that you have in place that we can work together to <br /> ensure that somebody doesn't put a well in there and potentially be exposed to <br /> something that's out there." <br /> Mr. Doherty stated, "I don't have a problem with this. As soon as you give us the area, <br /> we'll just add it to the list." <br />
