MINUTES October 28, 1999 4 BOARD OF HEALTH
Mr. Slavinsky noted that the attorney for the buyers is stating that it is a five-bedroom
house. Mr. Slavinsky stated that back in August, they decided to submit plans to
make it a five-bedroom system under the present Title V. However, to upgrade the
system, they have to dig a hole in the ground. Therefore, they have to go through
Conservation because they are in a flood zone. Conservation will not allow them to do
this.
Mr. Slavinsky noted that the property owner in 1984 pulled several permits to put in a
bathroom and sink to turn the garage into the other bedroom.
Mr. Slavinsky noted that there is a closing on the house on Tuesday.
Mr. Slavinsky requested that the Board of Health grant a variance up to 25%. He
noted that the system is 85% the requirement- 85% of the required flow into the
system. He noted that this system is adequate for a five-bedroom house.
Mr. McQuaid noted that the Board has the authority to reduce the leaching
requirements by 25%. He added that if you take away 25% of the five bedroom
requirements, that reduction is less than the four-bedroom design. Mr. McQuaid
stated that, therefore, it is capable of handling the five-bedroom design with a 25%
reduction.
It was noted that there is only a 15% reduction needed in the requirements.
Motion to Grant 15% Reduction:
Mr. Doherty made a motion that the Board of Health grant a 15% reduction in the
required daily requirement. Motion seconded by Mr. Cram. Motion Passed.
4.
