ADMINISTRATIVE MEETING <br /> Sentember . 1, 1982 , at 1: 00 n .m. <br /> SENT: Chairwoman B. Jean Thomas, . Selectmen Chester A. Garland, <br /> Executive Secretary Joseph F. Murphy, Selectmen Kevin D. <br /> O' Connell was absent as was Town Counsel Joseph J. Reardon. <br /> 1. ) Board reviewed and signed the agreement between the Town of Mashpee <br /> and the Police Association' Inc. regarding police vacation carry- <br /> over. Sel. Garland stated that he had been assigned the subject <br /> in order to reach a solution. <br /> 2 . ) Concerning the Historical Commission and the letter received from <br /> Mr. David Robbins asking to serve on the Committee, the Board de- <br /> cided to have a letter sent to Mr. Robbins, asking him to come in <br /> on September 8 , 1982, at 4 : 00 p.m. , to have an informal interview. <br /> 3. ) On Chm. Thomas ' s memo about Zoning procedures, the Board reviewed <br /> Mr. Wayne Tavares ' s position. They decided that a procedure is <br /> in Place. Citizens need direction. <br /> 4 . ) Board discussed Fire Department rules and regulations Pronosed by <br /> Chief Priestly. Chm. Thomas felt that the content was fine, but <br /> does not accomodate our fire department. She also suggested that <br /> a date be set to review these rules and regulations when the changes <br /> are made,because of the need for such an understanding. Sel. <br /> Garland felt there was things that did not pertain to this department, <br /> he suggested the agreement be returned to Chief priestly with the <br /> Board' s recommendations . Sel. Garland feels the Chief is doing <br /> alot on his own. Sel. Garland said that he is not concern at this <br /> time about sub-stations, perhaps at a later date. The EMT hart in <br /> the agreement should not be that elaborate. Chm. Thomas feels that <br /> status should be given to the EMTs in charge of the ambulance even <br /> if he has to take a differential in his contract. Board recommends <br /> the rules and regulations be returned to Chief Priestly for some <br /> changes . Sel. Garland brought up the matter of the Fire Department <br /> examinations . Discussion followed on .this matter. Executive Secre- <br /> tary is to contact the department and follow through on this matter. <br /> 5 , ) Board reviewed memo from Executive Secretary about setting a date <br /> for the Special Town Meeting. To be done at the Regular Meeting <br /> under New Business , <br /> 6 . ) Chm. Thomas ' s memo on land suitable for a new Town Library was dis- <br /> cussed. Maps -were looked at. Executive Secretary is to contact <br /> Treasurer and explain that the Town wishes to acquire the land on a <br /> Tax' Title. The land concerned is on Man 74, parcel 23 . <br /> 7 . ) Chm. Thomas presented her memo on the collection system at the mari- <br /> na; She stated, it is a problem now, but it will get worse and it <br /> probably will not be taken care of until it becomes a health problem. <br /> The Coastal Zone Management is aware of this problem. She also in- <br /> formed the Board that the Problem comes under the Coast Guard, and <br /> any pumping stations must meet their regulations . She stated that <br /> if there was an emergency there is a clause under the Clean ?dater <br /> Act, that might be of assistance. Executive Secretary, stated that <br /> the Board of Appeals could issue special permits in case this problem <br />
