Transfer Station Building Committee <br /> regular monthly meeting <br /> 3 p.m. February 2, 1989 DPW Building Conference Room <br /> Present : Charles Buckingham, David Terry, Ernest Virgilio and <br /> Joseph F . Murphy Jr. Also attending were Michael Hanlon and <br /> Michael Scipione of the firm of Weston & Sampson Engineers <br /> Inc . <br /> 1 . Chairman Buckingham opened the meeting at 3 p . m . <br /> 2 . Mr . Murphy moved and Mr. Virgilio seconded acceptance of <br /> the minutes of the Committee ' s meeting of January 12, 1989 . <br /> It was voted unanimously. <br /> 3 . A project construction schedule prepared by Wes <br /> Construction Co . dated December 27, 1988 was reviewed . <br /> 4 . Following reviewing of Payment Estimate No . 1 in the <br /> amount of $120, 942 . 60 to Wes Construction Co. , Mr. Murphy <br /> moved, and Mr. Virgilio seconded, approval of the payment <br /> estimate . It was so voted unanimously and Chairman Buckingham <br /> executed the approval in behalf of the Committee . <br /> 5 . The Committee reviewed the bids received by the Town for a <br /> front end loader to be used at the transfer station. Mr. <br /> Virgilio reported that he had reviewed the bids with Mr. <br /> Hanlon and Mr. Scipione and found that the apparent low <br /> bidder was CW Equipment Co . which submitted a bid for a <br /> Fiatallis Model FR--15B loader. The bid price, with the <br /> so-called belly guard, was $87, 105 . He reported two <br /> exceptions to the specifications, neither of which were <br /> significant : three reverse gears rather than four and a lack <br /> of oil and temperature guages, which he felt could be added <br /> by the Town at considerable savings . The next apparent low <br /> bidder was Casey & Dupuis Equipment Corp. with a Trojan model <br /> 2000Z, with a belly guard at a price of $88, 155 . <br /> On a motion by Mr. Murphy, seconded by Mr . Terry, the <br /> Committee voted unanimously to recommend the Board of <br /> Selectmen accept the bid of CW Equipment Co. providing that <br /> Mr . Virgilio and the consultants determine the company has <br /> the capacity to provide service and parts for the machine . If <br /> they determine the firm is unable to satisfy the service and <br /> parts needed, a special meeting of the Committee would be <br /> held to reconsider the decision. <br /> 6 . Mr . Hanlon then presented a progress report on the <br /> project . He related that there is a considerable problem of <br /> refuse being excavated in areas where the Board of Health had .,;w, <br /> indicated no refuse had been buried . He noted that it <br /> appeared that the two soil tests taken where the station <br />
