3 <br /> <br /> <br /> <br />Mashpee Select Board-Affordable Housing Trust <br />Minutes <br />December 4, 2023 <br /> <br />Discussion and Approval of Expending an Additional Seven Thousand Dollars ($7,000) for the <br />Acquisition of 12 Cypress Circle: (continued) <br /> <br />Motion made by Mr. McKelvey to authorize the additional expenditure of $7,000 from the <br />Affordable Housing Trust reserves to purchase 12 Cypress Circle, Mashpee for a total <br />price of $107,000; property is identified on Assessor’s Map as Map 21, Block 33, and direct <br />Town Counsel to re-engage with the property owners’ counsel to convey the property. <br />Motion seconded by Selectman O’Hara. <br />VOTE: 9-0. Unanimous. <br />Roll Call Vote: <br />Selectman Cotton, yes Selectman O’Hara, yes Selectman Sherman, yes <br />Selectman Weeden, yes Selectman Wyman-Colombo, yes <br />Mr. Isbitz, yes Mr. McKelvey, yes Mr. Klein, yes <br />Mr. Cayer, yes Opposed, none <br /> <br />The property is subject to a restrictive covenant that was released by vote of the Planning Board <br />on the condition it be conveyed to the Town for affordable housing purposes. <br /> <br />Discussion and Approval of an Appraisal and Possible Acquisition of 46 Main Street: <br /> <br />Evan Lehrer, Community Development Director presented a new opportunity for affordable <br />housing located at 46 Main Street, Mashpee. The site, an undersized 45,000 square foot lot is <br />currently a vacant parcel. <br /> <br />The site is in excess of 1 acre and is similar to the scale of 12 Cypress Circle. The land is not in <br />a nitrogen sensitive area, and it is suitable for an affordable housing opportunity. <br /> <br />The owner has indicated a desire to offer the property for sale to the Affordable Housing Trust <br />for the purpose of affordable housing. Mr. Lehrer recommended the Trust move forward to <br />authorize an appraisal to facilitate negotiations with the property owner. <br /> <br />It was suggested the property be examined to ensure there is no contaminant on site. <br /> <br />Mr. Lehrer was acknowledged with high regard for his due diligence in recognizing and <br />presenting development opportunities for much needed affordable housing. <br /> <br />Motion made by Mr. McKelvey to authorize a Real Estate Appraisal for 46 Main Street, <br />Mashpee for a sum not to exceed $5,000. <br />Motion seconded by Mr. Klein. <br />VOTE: 9-0.
