CONSERVATION BOARD MEETING
October 22, 1980
Present:
Ken Pecci, Chairman
Pauline DeLory, Vice Chairperson
Charles Buckingham
Wayne Tavares
Dorothy Studley
The following hearing was scheduled for 7:30 p.m.
sE43-148
Wm. J. & Martha E. Sullivan, 100 Mediterranean Dr. , Apt. 45, Weymouth
Agent: Chas. Spohr, 45 Fells Rd. , Falmouth
Location of Project: Lot #28 Waterline Drive North, Little Neck Bay, New Seabury
Ken: Reads public hearing notice -- to construct a single family residence within
91 feet of Jehu Pond at Lot #28 Waterline Drive North, Little Neck Bay.
Charles Soohr: I am an engineer and I represent Wm, and Martha Sullivan. I have
extra prints that I would like to give you. First off, I have a section of a print
that I made just so that you could get oriented as to where this Lot 28 is. Next,
I have a print of the survey. We ran a topographical survey -- a large topo of the
lot again in case you have any questions. I would like to say that I personally
notified all of the abutters that the assessor gave me that are abutters; namely,
lot 170, 174, 176 and 177. Do you want to know the names of the abutters that I
notified?
Pauline: Yes, for the file.
Charles Spohr: For lot 170, I notified Wm. E. Huckerbee of Fairfield, Ct. He also
owns Lot 174. Lot 176 is owned by the New Seabury Corp. , P. 0. Box A. And Lot 177
is owned by Donald H. Crowley of Westport, Ct. We have a SE file number, #148.
Presents receipt that he received from mailing copies to DEQE. I also have another
print that you could share of this thing. If it is permissible, I would like to
review what we would like to do.
Ken: Yes.
Wayne: What has been done, first of all?
Charles Spohr: To my knowledge, nothing has been done except a perculation test
which Mrs. Anderson witnessed on the 15th of April. The lot has been bushed. This
was done about 4 or 5 months ago. To my knowledge, this is all that has been done.
We have staked out the lot. As I understand it, we are here this evening because
we would like to construct a house. The notice said, the house is within 91 feet
plus or minus of the high water mark of Jehu Pond. The various setbacks of the
house (and I have checked with Mr. Collins, Bldg. Insp. ) and these are more than the
minimum -- 19 feet on side, 73 feet on another, 20 feet in the rear and 48 feet in
the front. There is no well. There is water service from the highwood Water Co.
So, we did strike water at 8 feet and Mrs. Anderson rightly suggested that it be
flow diffusers, which is what is shown there -- three sections of flow diffusers.
We have admitted to four bedrooms and no grinder. The sections of flow diffusers
produced are sufficient for 476 gallons a day. There is a location plan on this
drawing, which was required by Di;QE. We put that on. You can see where the water
