,(Z <br />Affordable Housing Committee <br />Minutes of Meeting Held Tuesday, November 6, 2001 <br />Mashpee Town Hall — Meeting Room 1 <br />Present: L. Botsford, L. Patrick, J. Regan, A. Weinstein, Z. Elizenberry, L. Williams, and Tom Fudala <br />(Planning). <br />Absent: J. Cahalan, M. LeClair, R. Terry, and G. Marshall, <br />Guest Speaker: Robert Murray, Director of Falmouth Housing Authority <br />Public Audience: Paul Glynn (Attorney); Alan Samry (Mashpee Enterprise) <br />A quorum being present, Leila Botsford, Chairperson, called the meeting to order at 7:20 p.m. and <br />introduced guest speaker, Robert Murray. <br />Bob Murray discussed in great detail for the Committee the efforts that Falmouth has undertaken and the <br />results achieved thus far. He informed the group that Falmouth started buying property in 1988. Some of <br />Bob Murray's key remarks included: <br />• Nothing happens unless you do something. <br />• In Falmouth they had a lot of Town support, but no Town money. <br />• Get bank involved in the mix. <br />• Nonprofit works better and makes it easier to buy. You have to act quickly—nonprofit board <br />will back you up. <br />• Bond easier way to go, but, of course, you have to demonstrate you can handle management of <br />properties. <br />• Encourage gifting. <br />• Look for multiple units. <br />• Populace beginning to understand affordable housing for benefit of all people, not just people <br />living in the housing. <br />• Better for Town to determine its future than for developer to determine Town's future. <br />• Ask Selectmen to do a forum with Zoning Board of Appeals. <br />• There is state money available, but you have to have a track record to qualify. <br />• Buying through nonprofit entity—no bidding necessary. <br />• Memorandum of Understanding between Housing Authority and the nonprofit. <br />Jamie Regan asked Bob Murray whether or not Falmouth buys any "distressed property". Bob replied <br />that Falmouth does not buy distressed property. He said they only bought 1 distressed property site, <br />which they bought for $30,000 and immediately sold it for $50,000 to use the funds. <br />Bob Murray exited the meeting at this point. <br />Mashpee Affordable Housing Trust <br />Leila Botsford advised the Committee that the nonprofit entity has been organized and she stressed that <br />the existing Board of the nonprofit entity wants someone from this Affordable Housing Committee to <br />participate.
