MASHPEE AFFORDABLE HOUSING COMMITTEE
Minutes
February 3, 2004
Present: J. Marino, J. Regan, J. Cahalan, Z. Elizenberry, A. Lopez, L. Patrick, E. Smith
1. Meeting was called to order at 7:05pm
11, New Business:
Lettie Lane developers were notified by the ZBA that the project is not acceptable
due to the increase from 17 units to 24 units. The project has a site approval letter for
17 units.
Mass Housing Finance Association needs a letter of support from the Board of
Selectmen in order to issue a new site approval letter. If the developers are unable to
get a letter of support from the BOS in order to get site approval letter from MHFA,
they will decrease the number of units from 17 to 16. This will eliminate one market
rate unit.
Eric Smith reported that the BOS took up the matter last week and agreed that they
would not vote on the proposed increase in units until the lawsuit on the project is
settled.
The Lettie Lane developers will go before the ZBA on February 25`x'.
A brief explanation of the lawsuit was provided. There is a question of the legitimacy
of building on identified lots. The developer believed that the variance originally
granted was still in place. Two town boards have appealed the decision of another
town board because of this dispute.
There was much discussion on the role of the AHC on this project. There are five
active members on the committee. There are two vacancies. Two members decided to
recuse themselves from the discussion and Zella stated that she plans to abstain if a
vote is taken on the matter.
Four members are needed for a quorum.
The attorney for the project requested that the AHC vote to write a letter
recommending 24 units but supporting both 24 and 16,
As there was not a quorum, the committee was unable to vote. The committee agreed
to meet Tuesday February 10 at 6:30pm to vote on whether or not to make a
recommendation on project to the BOS.
b.
Other New Business
Alice has been in touch with Mary Le Clair who referred her to an individual who
will write a grant to apply for fluids to do community outreach in Mashpee on
affordable housing issues.
