Minutes of the Meeting of the Mashpee Americans with Disabilities Act Committee,May 10,
2007
The Mashpee Americans with Disabilities Act Committee met Thursday,May 10, 2007 at
Mashpee Town Hall Meeting Room#2.
Members in attendance:
William Dundon(co-chair)
Beverly Wooldridge(co-chair)
Ira Brown
Marilyn Farren
Charles Maintanis
Trish Parolski
Merton Sapers
Terric Cook, Selectmen's Liaison
The minutes of the April 12, 2007 meeting were reviewed and approved.
Trish reported the library construction project received Town Meeting approval for the$2 million
debt exclusion needed to proceed with the project. The question now must be approved by voters
in the May 12,2007 election. No word of the status of the grant money from the state is expected
until at least July 1, 2007. The project will continue to move forward despite funding
uncertainties. The South Mashpee fire substation continues to move forward. Potential architects
are being interviewed.
Mert noted a limited number of parking patrols have been conducted to date. One ticket and
several warning notices have been issued. The patrols will become increasingly active over the
next few weeks as traffic increases. The need for patrols appears to be greatest in the afternoon
and early evening. Thus far,the patrols have not encountered any problems dealing with
violators.
The committee agreed to propose a process of directing funds from parking fines toward ADA-
related projects at the end of the summer when we have some empirical data to support such a
request.
Marilyn reminded the members that the Selectmen will be reappointing members to Town Boards
and Committees in June. Terrie stated her belief that all members will be automatically
reappointed unless the individual specifically requests not to be. She will verify this and let the
members know for sure. Save for Ira, all members enthusiastically and gleefully volunteered for
reappointment. Ira reported his replacement as School Business Manager will replace him on the
committee. Bob will check with Kathleen Moore regarding how to best handle Ira's resignation
and his successor's appointment.
Charlie continues to check the commercial establishments for compliance with handicapped
parking regulations in conjunction with scheduled Building Department contacts. Most
businesses willingly take steps to comply, especially those requiring permits. Without this
leverage,"persuasion" is a bit more difficult. Charlie has had discussions with Town Counsel
regarding possible enforcement mechanisms short of court action to deal with those owners
resisting compliance. These discussions will be used to seek a workable legal policy and
procedure, possibly including fines.
