i r r TOWN of MASHIREE BOARD OF ASSESSORS MEETING DATE: Friday, March 18, 2001 TIME: 3:00 PM PLACE: Mashpee Towyn Hall, Assessors Office f ATTENDEES: ' Ken Porter, Chairman . Les Greig, Vice chairman Dave Bailey, Director of Assessing Marcia King, Clerk The meeting was called to order at 3400 Pull by chairman den Porter. Review wr f Abatement Applications Deceived by Assessors office Applications Approved Five abatement applications received by the Assessors Office recommended for approval were reviewed by Dave Bailey. Please refer to Attachment A for detailed list. Les Greig moved that these five applications for abatement be approved. Marcia ding seconded the motion, and the Board unanimously voted in favor of the motion. Applications Denied Twenty-one abatement applications received by the Assessors office but not recommended for approval were reviewed by Dave Bailey. Please see Attachment B for detailed list. Among those not recommended for approval were those submitted with no explanation given; one from Stop Shop which would be Impossible to approve without appraisal of the entire shopping complex; a condo owner unhappy because Town will not allow hire to cut down trees to improve his view; ; another with complaint that the"'property values assigned are not realistic". Les Greig moved that the Board deny the 21 applications for abatement included in Attachment B. The motion was seconded by Marcia King, and unanimously approved by the Board. The Board unanimously agreed to allow the Assessors office to signature stamp the exemption applications received. Dave Tately, Assistant Assessor, requested that, in accordance with 8/58 of MMOL (Section 8 of Chapter 58 of the Mass. General Lawns , he be given the authority to sign off on applications received from the Dept of,Revenue for abatements after the time period when the Board authority has expired. The Board unanimously approved this request. Exemption Application for Deferral Dave Tately discussed receipt of a request received from Bertha Rohde at 197 old Barnstable Rd. The F ohdes bought the property in 11/99. Now because of heavy medical expenses, the couple is asking for some kind of tax relief. Because a deferral requires residence in Mashpee for years, the Rohdes do not qualify for this. Discussion followed. clause 18 allows for discretionary exemption by the Board. However, for the owners to purchase the property and thea immediately apply for relief from medical expenses is suspect. Also, approval of such a request would be to open the floodgate for many others in similar Circumstances to expect relief as well. Marcia King moved, and Iden Porter seconded that the Board deny the request for hardship relief. The Board unanimously approved the motion to deny the request. Dave Tately will send a letter to the l ohde's with explanation of the Board's decision to deny request.
