MA HPEE CONSERVATIONCOMISSION <br /> Meeting of March 8, 1990 <br /> Commissioners present: Gertrude Simmons, V. Louise Behrman, Joseph Burns, <br /> Harry Desrosiers, Patrick Coffey, Richard Halpern. <br /> Also present were Robert Sherman, Conservation Agent, and Edwin Beeby, <br /> Associate Member. <br /> The meeting was called to order at 6:40 p.m. <br /> 7:15 Harold J. Cohen, for the construction of a permanent timber walkway over <br /> existing salt marsh to access navigable waters and provide dockage for two <br /> dinghies at Lots 145 & 147 South Waterline Drive. Paul Lelito and .Jim Walsh <br /> presenting. It is proposed to construct a walkway 70 Feet out to the edge of <br /> the marsh extending 38 ft. upland with deeded access from two lots. one inch <br /> spacing is planned and it will be no closer than + ft. to the marsh. 'At the <br /> end of the walkway, extending 12 feet waterside, will be 2-Y galvanized pulley <br /> poles to tie dinghies to. they will access the dinghies with a ladder. <br /> Mr. Sherman advised Paul. Somerville had concerns that the Commission put into <br /> the order of Conditions the size of the vessels at the end of the dock would <br /> remain in the dinghy class. Mr. Shemin suggested that it be put into the <br /> Order of Conditions and Certificate of Compliance. Also, it should be stipulated <br /> if the lots ever get split up, no application shall be forthcoming for another <br /> crossing of the marsh. <br /> Mrs. Simmons requested a path from the street to the stairway. Mr. Lelito <br /> stated they have not proposed a path as the configuration is not definite at <br /> this time. When the structure is located, a filing will be required and the <br /> path will be shown as part of that filing. Construction is to be dome by <br /> Little River Boa hard. <br /> Mrs. Simmons asked how the dock will be accessed until the structure is built? <br /> Mr. Lelito stated it will not be; both lots are vacant and owned by Mr. Cohen. <br /> Ms Behrman suggested a condition that the dock will not be built until such <br /> time as the budding permit is pulled for the house. <br /> The Commission was advised Mr. Cohen feels to have a dock is far more attractive <br /> then to not have one for marketing these lots. <br /> Ms Berman asked where the building materials would be stored during construction. <br /> Mr. Lelito assumed a flat barge will be used. Ms Behrman expressed concern with <br /> 2 x 's being piled on the marsh. He stated the 11mit of work is the footprint <br /> f the structure. <br /> Co <br /> George Darcy, an abutter, appeared before the Board of Appeals concerning the <br /> walkway and was opposed. lie gave the Commission a copy of a letter presented <br /> to Appeals, The permit is for a pier for the use of two families which means <br /> extra traffic using the small cove; his major concern is the traffic. Also, <br /> the decorisnot in keeping with other floats in the area and will have the <br /> appearance of a make-shift affair. There will be an application some day for <br /> a Moat at the end of this walkway and that will be extremely dose. <br />
