Mrs. DeDory said that they have to he seat to the Commission by
Cer if ied. Mail so that she can insert the Cerifi d Number on the Order of Con-
ditions,,
He said that he has an Aolrreeirient to Sell and Buy between himself and his
brother contingent upon getting permission from the Commission and the Build-
ing Inspector to build. He said that the thing that might have the most bear-
ing is that there's no way a proposed building can be as much as 1001 from the
water - he is only x from the water. He will bac fa_11 in order to make a
proper septic system. He has gat it, according to the contour lines, as being
4 to 51 adjacent to the house and 2 to 31 over the balance of the system. The
house is going to be octagonal.
Mr. Buckingham said he's being given a leaching field rather than diffusers
and he can get away with much less spill hr-it way. the rnie he would have t
build up much higher. Dr. Allem said that one thing not in the plan is a one-
way valve., or two, in the septic system to prevent backup in case of flooding.
Mr. Buckingham said that he had gotten hold of someone with experience in this
There's an objection to them on the behalf of the installers because they feel
e 'erytime they put a valve in those systems they're creating an unnatural ob-
struction?
b-
stru tao , but with hit pipe, he shouldn't have too much of a problem. He also
-mentioned that the Flood Plain Insurance is going into effect September 15th.
It's something they'rebeing forced t go into i f s something new and '.f it
doesn't go might, they don't want to take the blanse.
Mrs. Sloane asked if 'Phil Holmes had said anything to Dr. Allen about the
Flood Plain and Dr. Allen said that he had told hire to take .it into o account in
has planning. Dr. Allen fru the r said that the building is as far from the river
as can be and still make the r quirement of distance from the road. Mrs, De ory
said his building is 671 to the raver and 155' to the Bay, fth Dr. Allen saying
that she counted to mean high water rather than the river edge
Mrs. DeL ry said that he has to sena this Certified Mail and then the Com-
mission
o -
missi n can post a. legal, hearing within 21 days. Dr. Allen said that if approval
is eventually received, he is not entirely clear on the extent of that approval
with regard to the project as a whole. For example, if he is given approval to
go ahead and a foundation is built and septic system, is put in, has he then
completed the work over which this Commission has some say, or does it go beyond
that in other aspects of the structure, o r what? Mrs. Studley said it covers
the foundation., basic construction., septic system and well and the filling around
his structure - other than tha# , the Commission has nothing more to sac about it.
Dr. Allen said that if he didn't get it all done in a year., he would apply
for an extension of time. Mrs. Studley said that as long as some progress has
taken place it is all right. Mrs, DeLor r asked if he Will be the legal oifner
of the property before he Files and Mrs., Studley asked Jd he was filing in both
names, Dr. Allen said that he would like to file an such a way that the trans-
fer of the property is not complete until he has the Commission's aoDroval and
