*F ` <br /> MASHPEE -CONSERVATION COMMISSION <br /> MEETING of AUGUST 10, 1983 <br /> } <br /> MASHPEE TOWN HALL <br /> The following members of the Mashpee Conservation Commission were present <br /> for tonight's meeting: Chairperson Dorothy Studley, vice Chairperson Pauline <br /> DeLory,, Wayne Tavares and March Dardano. <br /> Chairperson Studley convened the meeting at 7:30 p.m* <br /> Discussion of Flow Chart <br /> Wayne 'Tavares recapped on the Selectmen's meeting which was held two weeks ago <br /> with reference to setting up a flow chart to try to streamline the approach of <br /> what is going on with the various town departments and boards with regard to <br /> collection of taxes and acceptance of plans. He commented that when raw land of <br /> a sub-division plan 'gets approved through Planning Board, Conservation Commission <br /> does not get notified. Pauline said that when the Planning Board approves plans, <br /> the plans do not stipulate that there is wetlands on them. Dorothy commented that <br /> copies of plans should be sent to the Conservation Commission when submitted to the <br /> Planning Board. She said that the developer should mark common areas and beach areas <br /> as well as open sapce, recreation and'boat ramp areas. The Commission members agreed <br /> that a formal channel of communication was needed. Wayne volunteered to draw up a <br /> draft of a flow chart for the Commission and submit it to Charles Rowley, Town Engin- <br /> eer. He will also attend the Selectmen's meeting scheduled for August 24. <br /> uashnet Valley Golf Course <br /> Tbm Devane, representative for the Quashnet valley Golf Course, met with the omission <br /> to bring thea up to date on the changes which DEQE requested them to make on the golf <br /> course plan for Quashnet Valley Country Club. He told the Board members that the Army <br /> Coprs of Engineers,, Coastal Zone Management, the Society for Preservation of Cape Cod, <br /> MEPA, and Division of Fish arta Wildlife have all been involved. He commented that all <br /> of their opposition was in favor of the revised plan and that Arlene Wilson, who repre- <br /> sented the Society for the Preservation of Cape Cod, said that she would endorse it <br /> after thinking about it. <br /> The revised plan was shown to the Commission for their review. Mr. Devane outlined <br /> the changes in the areas of the 4th, 5th, 6th, 7th and 8th golf holes and told the <br /> Board that it was suggested b . Mr. Shepardson of MEPA that the golf course be put in <br /> the upland, which they did. He said that he would be making a formal submission of <br /> the plan by Friday and that copies would also be sent to their opposition. Chairper- <br /> son Studley also. requpsted that they shit the uses of fertilizers and pesticides and <br /> a copy of the chemical breakdown. <br /> The article on the warrant for Special. Thwn Meeting of September 12 was also reviewed <br /> with reference to the town granting an easement over seven acres of the town property <br /> to Quashnet in exchange for property consisting of 9 acres of heat Hay Road. <br /> Pauline asked . Devane if the property has been land courted? Mr. Devane said that <br /> it was surveyed and that was not sure if it had been land courted. <br /> Dorothy asked if the bridge was tar ngi.n . Devane replied, yes arta that it would b <br /> no different from what the Commission has seen in the way of construction, Dorothy <br /> wondered if it would effect the liability of the town in using the bridge. Wayne <br /> suggested that town counsel be contacted for an opinion on the bridge issue. <br />
