Meeting o -f= duly 1 , 1988 <br /> Commissioners Present* Ger wr de Ferriday, Chairman Pro Tem; Joseph <br /> Burrs; Carol Jacobson; Patrick Coffey; Mary Marsterss' Elliot Rosenbera <br /> Lisa Hanscom, Conservation Agent, was present also. <br /> - Dolphin Bay Corp. , Construction of a subdivision road across <br /> bordering e-ge ati a wetlan-ds within the buffer zone at Noisy Hole <br /> Road. Kevin Kirrane presenting with Cary Baxter. Mr. Kirrane stated, <br /> this is an subdivision DSID plan and ir- is. requested to. engage in some <br /> filling of the wetland adjacent to the proposed roadway- and- a replic- <br /> ation of that wetland. During an on-site with the Commission and <br /> agent question was raised concerning drainage information.. <br /> Mr. Banter stated the areas, of- wetland replication are to be performed <br /> concurrently with the road construction, The replicated wetland shall <br /> be saIntained until the Certificate of Compliance is received. '' A semi- <br /> annual inspection will- be performed. . The replicated areas shall be at <br /> the same elevation as the adjacent natural wetland and will be .the <br /> same grade as existing~ <br /> The flow o f water at two paved waterways was questioned and- Mr. Baxter <br /> . presented two calculations - to , the Board; one for- a two year store, the <br /> other for a teen year storm* <br /> Lisa asked what part of the road was used for calculations. <br /> --Mr. , Banter stated. the I init o f- area- for- draining- of these points .would <br /> . come - from Station-, 200 Fere 'th-ere are catch-.,- basins. np , up to. Noisy-'I� ---,,_-T <br /> Hole. Road on the ,deft side, an additional.- 50feet or so, from Noisy <br /> -Hole Road wo-uld drain down 'to- the paged waterways.. <br /> Mrs. Ferriday questioned the use of a gravel catch and was told it was <br /> because of the grade and- low elevation. She stated this is not the <br /> best way. o, catch car runoff. -, <br /> Mr. Rosenberg stated whatever is on that road, oil or whatever acc n- <br /> l-ated, they are proposing to dump d i reet l y into the wetland. r. <br /> Baxter stated that is correct, that"s how it is shown. They are re- <br /> dcing the- amount of fill -and that-'s why the profile of the road is <br /> that way. <br /> Mr. Rosenberg stated- they are ma imi .i .,. the adverse effect on the <br /> wetland by dUMPing on the surface or directly into it. <br /> Mr. Banter advised the design standard for a road ,drainage system is. <br /> the ten year -storm. He asked- tor i n . <br /> Mr. kirrane stated Lisa suggested the fill be increaa d and the <br /> elevation be brought up. Lisa stated the drainage would then go <br /> away from the wetland. <br /> Mr. Kri r rave advised the land on the other side of the road is town <br /> owned. <br /> Lisa suggested Charles Bowley be conSUIted. <br /> Mr. Kirr ne advised there is a condition of a previous permit that was <br />
