Meeting of ,duly � 1989 <br /> commissioners Present: GertrudeSimmons-, Joseph Burris, <br /> PatrIck Coffey, Elliot Rosenberg. <br /> Robert Sherman,, Agent, Florence Wall, Associate Member, Har ry <br /> esrosiere, Member candidate, and Robert Gray of Sabatiawere <br /> present also. <br /> The meeting was called to order at 7:10 p.m. <br /> 7:00 New Seabury Co. Limited Partnership, Sufflehead day, <br /> Request for Determination of Resource Boundaries. <br /> The Chairman advised New Seabury would be given a ten minute <br /> period for c ern-nent , Bob Gray, consultant, from abatia, ten <br /> minutes and ten minutes for comments from the public. <br /> Written tten comments on the project will be accepted until <br /> September 7. Depending upon how the presentation goes, i i <br /> most likely there will be another hearing. <br /> NORMAN# HAVES OF DSC: mfr purpose here tonight Is to address <br /> for the comm-ission a report done by Sabatia for the <br /> Connission with regards to two salient points on -the <br /> of lehead Bay project and those points addre sed an isolated <br /> .and subject to flooding and a coastal bank. <br /> I would like to strictly adhere to those two points because I <br /> only have ten minutes. With regards to the first and second <br /> points, we have assembled a project team and I would like to <br /> Cake the opportunity to introduce them. . We have Stan <br /> Humphries and Chris Reel from IEP that are going to be <br /> covering the coastal bank issue for us here tonight; we have <br /> Chuck Dill who will also be representing the coastal bank <br /> issue with ,SEP; peter Ogren and Debbie McCartney from Hayes <br /> Engineering who raid the overall Sufflehead Engineering plan. <br /> We also have some of the support engineering from New Seabury <br /> Co. here, <br /> My job tonight is to address the isolated land subject to <br /> boding in which there were three; two of them were not <br /> contested by the Coy rni s ion, erre of them was and it would be <br /> his particular lard subject to flooding right here (pointing <br /> to the plan) . A report was done by Hayes Engineering that <br /> delineated the watershed of that area and calculated the one— <br /> quarter acre potential for flooding in those areas, you have <br /> that in front of you. In addition to that, we from ECSC are <br /> submitting another report that details what is actualactualy going <br /> on in this isolated land subject to flooding. Basically, i t <br /> is a two acre basin; it has a large commUn-i ty of fresh water <br /> marsh fern5 in the center of it, centrally iocated. It has <br /> concentric rings of wenand plants around it and in the <br /> Sabatia report they thought it WOUld be classified xs, a <br />
